The team of personnel support the Senior Contracts Manager in closing out the thousands of contracts for the entire Akima family of companies. The team deals with all contract types to include international, federal, and some commercial contracts. This position is required to manage the personnel and to provide leadership for the team in producing the closeout packages to include final invoices, certificates, security requirements, and releases to cover all aspects of the closeout process and audit trail. Training is also provided to the team and ancillary Shared Services personnel to ensure effective and efficient processing. Workload is driven by the approval of Incurred Cost Submissions as well as requests from DCAA and DCMA and involves coordination with Operations, Program Control, Contracts, Procurement, Finance, and Compliance. This position will report to the Director of Contracts.
Establishes high level guidance and strategy for timely closeouts for all Incurred Cost Submission rate changes as well as responses to DCAA and DCMA requests.
Leads documentation activities and resolution actions for audit support, researching old files, and producing the contract closeout package for all contract types.
Tracks all activities and monitors for opportunities to resolve unbilled balances and recovery of revenue.
Prepares formal contract correspondence and ensures compliance with contractual terms and conditions, federal and state regulations and restrictions, as well as internal management objectives of existing and new business activities with regard to closeout processes.
Provides guidance and leadership to cross-functional business team members to identify risk assessment and mitigation.
Interacts regularly with finance department, project controllers, senior management and customer Contracting Officers.â€¯
Assists in ongoing reviews for introducing efficiencies and improvements. Interprets contract policies as well as operating practices and performance standards.
Capability to mentor lower-level contract staff to ensure compliance with the above.
Bachelor’s Degree in business or related field plus 6 years of experience, or High School Diploma/GED) with six years relevant experience in lieu of a Bachelor’s Degree.
Experience overseeing all contract types (FFP, T&M, Cost Reimbursable and hybrids).
Experience managing effective, high performance teams.
Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental government acquisition regulations.
Excellent written and verbal communication skills.
Experience or Education in Finance or Accounting.
Experience handling contract terminations and close out procedures.
Experience in commercial contracts.
