Responsibilities:

Enterprise Architect is responsible to provide input and traceability to strategic and tactical plans and milestones and align concepts with DoD/Army Business and Technical Strategies.  Review all research of laws, regulations, and policies (LRPs) governing the creation of the Department of Defense (DoD) Business Enterprise Architecture (BEA) to fully integrate business and technical artifacts across the enterprise


  • Responsible to maintain strategies, SOP’s, develop plans to operationally execute strategic objectives, while actually executing against them in order to achieve the goals from the 2025 HR IT Strategic Plan.

  • Responsible to improve the consistency, timeliness, quality, security and delivery of information. In addition, the EA must streamline information flows and remove unnecessary costs from the complex, fragmented, heterogeneous architectures that are found across our authoritative sources and data subscribers.

  • Provide direct input into the governance cycle for oversight and realization of Business Mission Areas.

  • Work with Chief Architect, Lead Business Enterprise Architect, Data Architect, and IT Systems Solution Architect to transform and/or relate IT requirements (based on IT LRP) to applicable business processes, data, and realize into capabilities.

  • The EA will be a key member of the organizations business intelligence program, and will assist in the modeling, capture, storage, and utilization of data critical to that program and will be a critical stakeholder in report automation of program progress.

  • The position also requires an understanding of emerging regulatory issues surrounding information assets.

  • The EA’s responsibilities also includes the teams ability to implement integrated enterprise architecture requirements onto technical platforms that support the function(s), such as MDM, data integration tools, and service development.

  • Work with functional proponents, leadership, and Chief Enterprise Architect to identify high value opportunities to improve the organizations data in support of key business objectives.

  • Extend and integrate the organizations enterprise information repository to include sources not previously recorded. Extend the metadata available for existing Terms to include data quality, currency, and other relevant attributes.

  • Evaluate solutions for adherence to technical DoDAF requirements, integrated architecture requirements, and solution evaluation criteria needed to fully integrate the organizations architecture and enable the organization to meet the objectives in the Strategic Plan (consistent with the respective DoD and Army data strategies).

  • Manage the enterprise programs (both strategic and operational) that will enable the organization to meet strategic objectives and deliver solutions that meet the needs of the business and as such, are in alignment with Army HR Policy and regulations.

  • Review IT solutions and define quality control process for governance, validation, organizational processes, and integrated DoDAF artifacts to identify and coordinate process change requests that enable the organization to more effectively meet specific strategic objectives and meet business needs.

  • Work with integrated team to maintain a semantic layer for managed data sourced from within and from outside of the organization.

  • Perform Architectural reviews of projects introducing new applications or changing existing applications in order to identify and capture newly required or newly available information. Advise on the correct usage of existing data sources and prevent data fragmentation. Refine and adhere the Data Governance framework for COA’s to resolve data discrepancies or decisions required for non-authoritative data and information.

  • Document interfaces and data movement proposals to help perform Alternative Analyses, and record actual implementations in the Firm’s Enterprise Architecture Repository.

  • Evaluate and recommend improvements in the movement of data throughout the organization.

  • Define integrative views of data that simplify meeting quality of service requirements such as data currency, availability, and response times.

  • Define information architecture standards and guidelines that address when and how to use the architected databases (e.g., warehouse and operational data store), the technologies to be used for various purposes (e.g., when to use extraction, transformation and loading tools, or an integration broker), and models of selected entities, objects and processes.

  • Develop and execute against data and development plans in order to maintain the enterprise architecture with data and service owners and data and service stewards and ensure accessibility of documentation via Enterprise Architecture Repository.

  • Communicate the benefits of EA to key users, stakeholders, and decision makers.

  • To participate in office or with virtual teams as requested by management. To participate in meetings related to the activities of the organization or related projects, when requested.

Minimum Qualifications: 


  • 10+ years of experience in IT, and with information systems design.

  • Bachelor's degree (Preferably in computer science, systems analysis or a related study), or equivalent experience.

  • In-depth experience designing and implementing information solutions.

  • Knowledgeable in the design and construction of architectures that enable well-integrated transactional, collaborative and analytical systems.

  • Data/information modeling expertise at the enterprise level.

  • Knowledge of problem analysis, structured analysis, and design and programming techniques.

  • Experience with leading Enterprise Architecture efforts (such as MDM and Integration tools for an enterprise).

  • Ability to establish and maintain a high level of customer trust and confidence.

  • Strong analytical and conceptual skills.

  • Experience with various information modeling techniques (such as data flow diagrams, entity-relationship diagrams or create/read/update/delete matrices).

  • Familiarity with business intelligence and data warehousing development techniques.

  • High-level understanding of relational database management systems and other data structures.

  • Five years of demonstrated experience supporting a production environment Experienced Architect and proficient in designing and developing of mappings, transformations, sessions, and workflows, and working with teams to deploy integration solutions.

  • Develops, maintains, and supports robust and sustainable data movement and transformation architectures for the enterprise-storage solutions and database technologies, both in the cloud and on-premises.

  • Contributor and author of assigned areas of various strategies and SOPs; responsible to develop plans to operationally execute technical and business objectives, while actually executing against them in order to achieve the goals from the 2025 HR IT Strategic Plan.

  • Responsible to improve the consistency, timeliness, quality, security and delivery of information. In addition, the EA must streamline information and data flows and remove unnecessary costs from the complex, fragmented, heterogeneous data architecture that is found across our authoritative sources and data subscribers.

  • The ability to obatian and maintain a Secret clearance (preferably and active Secret or higher).
