As a Sr. Government Buyer you will utilize skills in data analytics, purchasing, marketing, problem solving and negotiation skills to ensure the best value is obtained, problems are resolved ethically and professionally, and established goals and objectives are exceeded or met. As a Sr. Government Buyer, you are responsible for all aspects related to the purchase of Government indirect goods and services in support of assigned categories. You will report to an Indirect Purchasing Manager, for the Americas Indirect COE and interacts closely with internal and external stakeholders at all levels.
Duties and responsibilities:
Negotiate with suppliers, analyze total costs, and ensure equitable opportunity for qualified suppliers
Evaluate and compare the total cost of procurement to assure best value is obtained
Interact with multiple departments at all levels of internal and external organizations
Conduct Market Research on all Procurements
Document price analysis technique as defined in the FAR
Perform analysis on Single/Sole Source & Statement of Work Documents and determine sufficiency
Utilize knowledge of purchasing price thresholds which include; TINA, Advance Notification & Consent, Simplified Acquisition Threshold, Small Business Plan, CAS
Issue RFx & conduct eAuction to FAR 12 & 15 requirements
Analyze competitive bids and formulate purchase recommendation
Use target pricing, reverse auctions, negotiations, and benchmarking to control costs and obtain savings
Leverage cross business (xSBG) like spend as opportunities arise
Provide guidance to other buyers as appropriate and requested
Other duties and responsibilities as assigned
Must Have :
The buyer must have 3-5 years of FAR Part 15 Government Buying experience.
Thoroughly understand and adhere to Honeywell's Government Compliance Requirements, Federal Acquisition Regulations and Defense Acquisition Regulations
Thoroughly understand and adhere to Honeywell sourcing policies/procedures
The Buyer will be proficient with electronic purchasing systems
Strong analytical and business written communication skills
6 years of experience in assigned categories/services/contracts.
Bachelor's degree in business or technical field, or 10 years of experience in related categories/services/contracts may be considered in lieu of.
NICE TO HAVE:
High Government PO 1 st pass yield factor.
Demonstrated competencies in the sourcing of Indirect materials and services
Excellent inter-personal skills, ability to manage by influence
Effective communicator: oral and written
Proficient with Microsoft Office suite of software
Experience with e-business procurement solutions
Ability to analyze, organize, and report data
Self-starter: understand and anticipate what needs to be done and take required action
Desired Additional Qualifications:
MBA is a plus.
Professional Certification desired (CPM, CPIM)
