Job Description:

ERM seeks an experienced Air Quality Project Manager to provide technical expertise, project and team management, and business development support for our Air Quality & Climate Change Service Areas in Ewing, New Jersey. This is an excellent opportunity for a senior professional to manage and contribute technically to challenging air quality compliance assurance, permitting, climate change, and related compliance projects for oil & gas, chemical, energy, and industrial clients in New Jersey, throughout the US, and potentially international locations. In addition, opportunities for project management and senior technical assistance on EHS compliance projects, EHS management systems, and compliance assurance programs will be available to the successful candidate if they have a compliance background.

With annual global sales in excess of $50 million, ERM’s Air Quality & Climate Change service area is one of the largest among its peers in our industry and is steadily growing at a double-digit pace. In North America alone, ERM has more than 300 dedicated air quality and climate change professionals assisting clients with projects as diverse as calculating GHG inventories (Scopes 1, 2, and 3), to leading complex capital projects through the many hurdles associated with the NSR permitting program.

RESPONSIBILITIES:


  • Manage strategic air permits and compliance assurance programs for a variety of industrial clients with complex technical/regulatory issues. Work closely with clients and develop strong relationships to understand specific processes and develop a permitting and compliance strategy to help clients maintain maximum operating flexibility. Achieve client’s expectations for scope, budget, schedule, and quality.

  • Serve as a technical resource on air quality compliance assurance and permitting programs, including regulatory analyses of industrial facility operations; major and minor source air permit applications under NSR, PSD, Title V, and state-level regulations; and NESHAP MACT compliance programs.

  • Interact with local regulators to steward permit application review and issuance.

  • Build and maintain client relationships that generate repeat business to grow the Air Quality service area in New Jersey and North America.

  • Advise and manage climate-related projects including the design and development of GHG inventories (Scopes 1 and 2, with particular emphasis on Scope 3), analysis of emissions reductions levers (e.g. energy efficiency measures, options for green power purchasing, onsite renewables) and estimating costs thereof.

  • Support development of climate change strategy, action planning, and modeling of and setting science-based targets.

  • Manage and/or perform EHS compliance audits and implement follow-up corrective actions to ensure compliance with federal, state, and local regulations.

  • Develop, manage, and implement environmental management systems and programs for corporate clients.

  • Prepare technical proposals and participate in business development with existing clients and identified leads. 

  • Capitalize on existing client relationships to expand ERM’s profile and market share in the regional air quality, climate change, and oil & gas, chemical, and power markets (through a combination of excellence in technical delivery and business development).

  • Effectively manage project teams (including across multiple ERM offices), including appropriately delegating project assignments to project teams and mentoring junior staff.

REQUIREMENTS:


  • BS or MS in chemical, environmental, or mechanical engineering, or basic/applied science (such as physics, chemistry, material sciences, environmental science, earth sciences, etc.).

  • 8 to 15 years of air quality compliance and permitting experience, including managing and implementing Clean Air Act programs such as Title V, New Source Review, and MACT.

  • Effective management of multiple air quality and climate change projects, and building client relationships that result in repeat business.

  • EHS and compliance experience is a plus.

  • Experience in working with expert in GHG protocols and measurement, inventories and reporting – in particular Scope 3 is a plus.

  • Experience of line management and/or contributing to the professional development of other teammates is a plus.

  • Refinery and power sector experience desired.

  • PE license or motivation to obtain.

  • Enthusiasm, initiative, flexibility, and a desire to work in a growing team.

  • Excellent communication, interpersonal and analytical skills; experience writing comprehensive technical reports.
