Job Description

The Senior Manager, Marketing, reporting to the Director, Marketing - Public Plans, is a high-impact position, ideal for an innovative, creative, digital savvy, resourceful thinker, and self-starter with a proven track record of building a multi-channel acquisition engine. The ideal candidate will be an experienced, accountable leader, and team builder who is comfortable establishing a test-and-learn approach to optimize existing channels, to identify new growth opportunities, and to help achieve bold growth targets. The Senior Manager, Marketing supports all Public Plans offerings MassHealth (Medicaid), RI Together (Medicaid), Direct (ACA), and Unify (Medicaid/Medicare U65 Duals).

We seek a strategic, digital, data-driven, analytical, member-centric professional committed to exceeding business goals. The ideal candidate should be able to flex between strategic thinking and tactical execution, and thrive in a collaborative, entrepreneurial environment, successfully managing multiple projects simultaneously. The Senior Manger will track, strategize, create, execute, analyze, and optimize acquisition, retention and member experience initiatives and campaigns across a variety of direct response (and awareness) channels. The Senior Manager, Marketing will oversee a team of 4-6 colleagues, and the advertising agencies and vendors to design and execute multi-channel external communications.

Requirements

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS*

Acquisition


  • Identify and define strategies for both offline and online (MA, RI & future markets) acquisition programs to efficiently increase new member volume from leads.

  • Lead online digital strategy for member engagement/retention.

  • Track lead generation; oversee the development of regular results reporting and analysis.

  • Lead and collaborate with internal and external partners to develop, maintain, and grow awareness, acquisition, and member programs as appropriate by channel.

  • Effectively manage his/her budget, balancing experimentation, and performance, with a goal of continuously driving down acquisition and retention costs over time. Manage levers to improve key performance metrics.

  • Maintain and improve test and optimization strategies and work cross-functionally to improve conversion rates at every step of the mid and lower funnels.

  • Collaborate with internal and external partners to measure and report KPIs and regularly share results and insights.

  • Stay abreast of industry developments and consumer insights, and adjust as needed.

Identify, explore, and implement strategic innovations and marketing efficiencies


  • Work with our Data, Product, and Community Relations teams, and advertising agencies to improve customer insights and campaign effectiveness.

  • Work with the advertising agencies to identify and explore innovative ideas to leverage marketplace trends.

  • Conceptualize, develop, test, and optimize in an ongoing effort to be more efficient.

  • Ensure that content and creative assets are leveraged across channels to maximize impact.

  • Provide regular reporting to the leadership team and other key stakeholders on progress, forecasts, and key challenges.

  • Act as the expert regarding web applications. Provide website governance to ensure content compliance, following established procedures, Americans With Disabilities (ADA) Compliance Guidelines, linguistic needs and branding/style guidelines are optimally met

  • Help assess new vendor/partner relationships.

Brand and Compliance adherence


  • Work closely with internal colleagues to coordinate efforts, and ensure consistent adherence to brand standards.

  • Ensure adherence to all government-imposed marketing regulations/guidelines, internal compliance, and obtain/document appropriate internal and external approvals as needed for materials managed by his/her area (Primarily: EOHHS, Connector, CMS).

Budget

  • Develop and effectively manage the acquisition, retention and experience budgets for MA and RI (and any new markets).

Staff management


  • Build a best in class marketing team. Manage and mentor a team of acquisition/retention digital marketers.

  • Eliminate roadblocks, stay on top of industry and competitive trends, and identify new growth opportunities.

  • Supervise and coach support staff to complete projects in an accurate and timely manner and to improve their skill and effectiveness.
