GIS Web Admin Analyst I

Salary Grade: G08

SUMMARY:

This position is responsible for system administration, maintenance, and development of PNM OPS Web Mapping ecosystem, including ArcGIS Servicer, ArcGIS Portal, ArcGIS Online, and Arm Server/Web. The GIS Web Admin Analyst is familiar with GIS operations, how they differ from other IT systems, and how to work within strict security standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for installation/configuration, upgrades, customization, and troubleshooting of ArcGIS portal

Creates and manages user accounts and security for ArcGIS portal

Customizes home page, manages utility services, configures app templates, enables extensions, installs dashboards, and monitors activity and usage

Manages licensing of ArcGIS PRO with Portal

Deploys Python scripts to automate workflows

Enables disconnected editing and develops webapps ArcGIS Collector and Survey 123

Responsible for installation, configuration, authorization, upgrades, customizations, and troubleshooting of ArcGIS Server, ArcFM Server, and AcrFM Web (GeoCortex)

Create and manages services, security settings, users, and roles of ArcGIS Server, ArcFM Server, and AcrFM Web

Responsible for viewing and querying logs

Manages data store, adds/removes machine from site, starts/stops machines, and manages web adaptors

Manages SSI protocols

Responsible for configuration of ArcFM Web network tracing and ArcFM Web View

Deploys GeoCortex web maps

Responsible for building custom tools, services, web applications, widgets, and dashboards for system users leveraging Web GIS ecosystem

Configures ArcGIS Online site, manages users and groups, organizes and shares content, monitors usage, and manages site settings and security

Participates in large projects, including assisting BTS on existing and future enterprise-wide integrations affecting Web mapping system

COMPETENCIES:

Broad knowledge of state-of-the-art technology, equipment, and systems

Knowledge of various computer languages, Database Management Software (DBMS) and hardware platforms to be able to recommend which is best for an application

Ability to prioritize, schedule, organize, focus on, and complete work

Action-oriented, detail-oriented, goal-oriented

Ability to understand and assimilate technical information

Ability to resolve problems with general supervision

Ability to maintain positive and productive working relationships with various individuals and groups

Ability to work with internal stakeholders, vendors, and contractors

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

A degree in Geography/GIS, Computer Sciences, or closely field with strong focus on geographic concepts and software systems, with a minimum of two years of related experience, or equivalent combination of education and/or a minimum of two years of experience related to the discipline.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret documents

Ability to write reports, business correspondence, and procedure manuals

Ability to respond effectively to inquiries or complaints

MATHEMATICAL SKILLS:

Ability to apply the concepts of fractions, percentages, ratios, and proportions to practical situations

Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume

COMPUTER SKILLS:

Extensive knowledge of Esris ArcGIS suite of products, including ArcGIS Desktop, ArcGIS PRO, ArcGIS Server, ArcGIS Online, ArcGIS Portal, ArcFM, Enterprise Databases, and Safe Software FME suite

Proficient in managing ArcGIS Server settings

Understanding of Active Directory, SSL Certificates, and security protocols

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to understand user requests or technical problems as applicable to GIS and apply best in class solutions based on current GIS technology and tools available. Ability to explain technical aspects of GIS technology to both experts and non-experts and provide thorough documentation and recommendations on course of action.
