HORNE's Government Services focus area is searching for a qualified individual to perform Asbestos Building Surveys (ABS) of damaged homes across North Carolina that are associated with federal grants and programs related to disaster recovery, specifically for funding for a HUD CDBG Program.  The position is for an energetic person who will be working mostly in the field performing asbestos inspections for multiple homes across the state.

  • Research and identify project issues or problems

  • Make recommendations for and coordinate resolutions and improvements

HORNE is looking for…



  • A person that holds a current/valid North Carolina Asbestos Certification

  • 2+ years’ field experience in identifying asbestos hazards, testing, and reporting.

Responsibilities:



  • Complete asbestos inspections for sites in North Carolina to evaluate asbestos hazards.

  • Follow and practice implemented COVID precautions and safety measures.

  • Observe and document field conditions and events.

  • Comply with local, state, and federal safety guidelines.

  • Communicate progress of projects, problems, and resolutions to management.

  • Collect samples using the 3-3-7 rule following the AHERA minimum requirement.

  • Physically able to climb a ladder and access roof areas to collect samples.

  • Prepare project related paperwork and documentation such as reports, data tables, etc.

  • Implement an ABS in full compliance with EPA regulations and HUD guidelines.

  • Submit samples for laboratory analysis while following proper chain of custody.

  • Properly sketch the home in its entirety.

  • Formulate an accurate cost estimate for abatement using Xactimate estimating software.

  • Posses a valid drivers license from state of residency.

  • Upload lab results, abatement estimate, and other required documentation into the record management system.

  • Obtain and properly label required photographs.

  • Attend weekly inspection meetings with management.

Required Skills:



  • Proficiency in MS Office applications, including Word and Excel

  • Excellent written and oral communication skills

  • Must pay excellent attention to detail

  • Ability to manage multiple deadlines and workflows

  • Knowledge of Xactimate estimating software is a plus.
