Responsible for leading category / vendor management processes and optimization initiatives to support enterprise wide Indirect Categories at Tufts Health Plan (IT category focus). The ideal candidate will possess: 1). 8-12 years of experience leading strategic sourcing and vendor management activities 2). Knowledge and expertise within indirect categories, 3). Strategic, analytical, and interpersonal skills to act as an effective change agent. 4). A consistent track record of delivering business impact in a complex corporate environment and 5). Strong implementation skills supported by strategic vision to drive spend management excellence in complex categories.

Job Description
Contract Management
Work with business owners and the legal department to create and negotiate vendor contracts including but not limited to Master Service Agreements (MSA), Nondisclosure Agreements (NDA), Statements of Work (SOW), Medicare Addendums and First Tier Downstream Agreements
Complete review of contracts, looking closely to ensure negotiated terms are reflected in agreements
Facilitate review of agreements by Business Stakeholders ensuring the review and understanding of THP obligations and business terms
Collaborate with Legal Department to develop language for agreements Negotiate contract language (price and terms) with vendors, while working in conjunction with the Legal Department and the business owner
Strategic Sourcing & Procurement Management
Develop long range strategic sourcing plans for assigned categories to prioritize savings, business innovation and risk management
Follow all policies and procedures regarding the sourcing, selecting and management of vendors. Responsibilities include:
Develop Request for X (Quote, Information, Proposal) (RFX) documents in coordination with the appropriate business stake holder
Manage the RFX process, acting at the main point of contact with vendors, business owners, IT, Security, and legal
Synthesize RFX responses into meaningful, actionable summaries
Collaborate with Business Owners to recommend the best Vendor to meet business needs
Develop business cases and support Corporate Agenda Management (CAM) project approval process
Vendor Management
Upon award and/or renewal of business critical vendors as well as various other key vendors, negotiate thoughtful, meaningful, and actionable Service Level Agreements (SLAs) to ensure business risk is managed and actioned proactively
Oversee ongoing measurement and tracking of vendor performance to ensure appropriate service levels are maintained with business critical vendors as well as other key vendors. This will be accomplished by working with procurement team vendors and business owners to establish and monitor mutually agreeable service level agreements and terms and conditions of the business relationship.
Provide vendors feedback on performance, seek continuous improvement and innovation
Work with vendors and key stakeholders to manage vendor performance and develop new capabilities
When performance issues emerge, identify root causes and work with internal and external stakeholders to drive efficient resolution
Identify and capture profit improvement opportunities beyond sourcing, such as demand management, process improvements, insource vs. outsource innovation, etc.
Regularly monitor the market for category leading practices and demand/supply shifts such as vendor consolidation, technology innovations, etc.
Implement strategies to best manage the vendor base for categories in scope, reviewing vendors against contracted obligations/service levels and business expectations
Other / Miscellaneous
Provides project management experience in situations where vendor participation is a key component to successful project implementation and that skill set is not inherent in the functional area.
Act as mentor to junior staff to guide and develop business acumen and understanding of procurement processes
Leverage best practice knowledge to review and maintain procurement policies to optimize processes and ensure business critical activities are completed efficiently and effectively

Requirements
EDUCATION:
BS/BA degreein relevant area such as Business Administration, Supply Chain or Finance required.
EXPERIENCE:
8-12 years of relevant strategic sourcing experience demonstrating success in positions of increasing complexity.

Ability to interact effectively and gain credibility with internal associates at all levels as well as external third parties

Requires ability to use desktop computer equipment for extended periods of time to create documents and conduct numerical analysis.
