FM Talent Source is currently seeking a qualified part-time Grants Management Specialist for one of our valued customers based in Alexandria, VA. This individual will assist in the award, administration, and close-out of discretionary grant programs. The personnel must have the skills, knowledge, and experience that has prepared them to independently perform the position description(s) identified in this contract with minimum supervision, and guidance from the agencys Contracting Officer Representative.

ESSENTIAL RESPONSIBILITIES & DUTIES



  • Review the Request for Applications (RFA) to become familiar with the types and quality of proposals requested.




  • Provide Grants portion of a webinar to potential applicants and respond to their questions regarding the RFA.




  • Review applications to ensure eligibility of applicants (obtaining concurrence from FNS for any applicants that may be ineligible), with guidance and oversight.




  • Obtain appropriate sign-off on non-disclosure and confidentiality statements from panel members.




  • Instruct panel members on their role(s) and responsibilities as a reviewer.




  • Respond to questions from panel members, obtaining input from FNS as appropriate.




  • Consolidate results of panel reviews, ensuring panelists provide written narratives to support scoring.




  • Lead discussion with panel reviewers at group discussion on results, ensuring panelists consider all relevant information when reviewing and scoring applications.




  • Provide input into selecting official memo, regarding the panels recommendations for award.




  • Obtain applicable risk assessment documents from selected applicants and Federal databases, summarize results and discuss the same with FNS management in order to identify whether increased compliance requirements need to be required of selected applicants.




  • Develop clarifying questions regarding budget line items for selected applicants, and consolidate these questions and Programs questions. Forward questions to applicants, with guidance and oversight.




  • Use the Agencys Grants Management Information System (GIMS) to prepare award documents.




  • Maintain all grant records in GIMS.




  • Issue award documents, receive applicable documents back from the grantee, obtain appropriate management signatures and forward to Accounting for obligation in Agency Accounting system, with guidance and oversight.




  • Send copy of signed grant award documents to grantees.




  • Prepare in GIMS letters for applicants who were ineligible or who did not receive a grant award.




  • Prepare debriefing letters, in conjunction with FNS, for those applicants not selected who requested feedback regarding their application.




  • Receive and review Financial quarterly reports, including completing GIMS workflow (documents acceptance of quarterly reports both FM & Program).




  • Follow-up with grantees on missing and late reports.




  • Respond to questions from Program and grantees, with guidance and oversight.




  • Receive and review final Financial report, including completing GIMS workflow.




  • Complete grant close-out including check-list (that is, all reports and deliverables have been received and accepted, and approved by FNS management).



ESSENTIAL QUALIFICATIONS & RESPONSIBILITIES



  • Bachelor's degree with 5 years of experience, preferably with full cycle federal grants processing.




  • Proven experience with grants information management system (GIMs).




  • Must have Administrative Support Service Level III experience.




  • Excellent communication skills, both written and oral.




  • Expertise in Microsoft Office programs.




  • Experience with the Federal grants process.




  • Analyzing work processes and internal systems for effectiveness and efficiency.




  • Experience in developing written procedures outlining work processes.
