Job Summary


The Contract Management and Procurement Senior Director leads the company’s governance and management of contractual agreements with government clients, business partners, independent contractors and other external vendors.  Oversees internal Procurement Services and leads contractual aspects of Federal Government procurements.  Management duties include, but are not limited to, drafting, evaluating, updating and reviewing requests for proposals and contracts spanning the categories of products, services, and consulting to ensure compliance and risk management.  Oversees the workflow processes, facilitation of negotiation, execution, and administration of contracts.  Supports the Business Development organization with teaming agreements, non-disclosure agreements, proposal input and other related documents used in our bid and proposal efforts. Provides analysis of Federal Government procurements and clauses and ongoing management of contract terms and conditions.  Other aspects include internal consultation with subject matter experts (SMEs) for legal, data privacy & security, contractor independence, performance management, and others as needed.  This position will interface with all departments in the company and with the parent company’s contracts and legal functions.


Essential Duties and Responsibilities



  • Lead company efforts in managing existing and future contracts and reviews of company documents

  • Lead,, initiate and complete contract negotiations, contract drafting, resolve contract performance issues, identify contract risks and associated mitigations, and ensure compliance with company policies and procedures

  • Develop and implement record management processes and tools for maintaining and tracking base contracts, attachments/addendums, revisions/updates, and other relevant contract documentation/correspondence

  • Oversee the Procurement function and staff, including drafting, evaluating, updating and reviewing requests for proposals; generating contractual agreements and facilitating negotiations for the procurement of products and services in accordance with company guidelines, policies and procedures

  • Coordinate internally and with parent company leaders to understand and apply key requirements of the company's risk and contracts/procurement policies, as well as external regulator independence rules governing company activities

  • Partner with internal customers/professionals to make certain business needs are met and the company’s risk is mitigated when entering into agreements with vendors and partners

  • Review contracts proposed by vendors for inclusion of appropriate company approved language and review terms & conditions, pricing and billing arrangements

  • Escalate concerns related to the contracts, to include unfavorable terms and conditions, and contract performance-related issues, as necessary

  • Lead contractual aspects of Federal Government procurements

  • Provide analysis of Federal Government procurements and clauses and ongoing management of contract terms and conditions

  • Develop or review prime contract flow down documents to ensure subcontract compliance with prime contract requirements and to minimize company liability

  • Support legal activities related to subpoenas, legal claims, complaints, lawsuits; obtain information/documents, initiate, coordinate, communicate with multiple parties; organize, prepare documents working in coordination with Leidos Legal, and Risk Management. 

  • Liaise between company personnel, members of the risk management team, and various functional areas within the company (e.g. Business Development, Provider Management, Operations,  Corporate Administration, IT, Finance and Accounting, Legal, Performance Excellence, Contracts, and Procurement & Enterprise Partnerships)

  • Facilitate and drive the contracting process to completion by following up on requests with functional area leadership, parent company experts, and external vendor personnel

  • Support internal/external audit activities and data request from internal / external customers

  • Escalate matters and/or sensitive transactions requiring more experienced individuals to respond or process

  • Lead and participate in meetings with functional area leadership

  • Use analytical and project management methodology to execute projects

  • Conduct training and/or educate engagement teams on key contractual requirements and appropriate subcontract management

  • Perform other duties and responsibilities as required

  • Knowledge of and ability to apply advanced Federal Acquisition Regulation principles and concepts, preferred

  • Ability to develop company policies and guidelines related to contract management matters

  • Ability to develop and implement company rules and policies complying with parent company guidance

  • Ability to successfully lead multiple tasks and activities in a timely manner and drive successful outcomes

  • Ability to interface with company personnel at all levels

  • Ability to rapidly learn and demonstrate knowledge of operations and communicate processes, identify issues, and provide solutions to mitigate risk to the company

  • Ability to travel approximately 10% or as needed

Education and/or Experience: (includes certificate & licenses)



  • A Bachelor's degree in business management or related field with extensive formal legal education. Master’s Degree or JD preferred

  • Minimum 15 years leadership experience in a relevant field, particularly contract management, procurement, legal activities or similar role

  • Experience in health-related field working with medical professionals preferred

  • Must be able to successfully pass National Agency Check with Inquiries (NACI) background investigation
