Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:
MSI is recruiting a Project Manager to provide backstopping support to the AMELA project in Afghanistan. The Project Manager will provide critical support to ensure that program activities are done correctly and in a timely manner. The manager is responsible for supporting specific program activities by conducting the following tasks below. This position is based in Arlington, VA and reports to the Sr. Project Manager.
Responsibilities:


  • Manage project finances (including level of effort usage) and approval requirements, track incoming costs, project future expenditures, and prepare financial reports.
  • Track and ensure on-time completion of client deliverables and other tasks across multiple ongoing activities.
  • Coordinate contractual and financial matters for the project, including managing subcontractors.
  • Participate in the recruitment, selection, and onboarding of short-term technical consultants and local staff.
  • Coordinate logistics and travel for home office employees and short-term technical consultants
  • Collaborate with the full MSI project team, including the Technical Director, Technical Manager, and Senior Project Manager, to ensure timely, high quality deliverables, including but not limited to evaluation reports, design proposals, and presentations.
  • Support technical work as required.
    Qualifications:

    • Bachelor's degree required, preferably in international development, economics, finance, or a related field. Master's preferred.
    • Minimum of 3 years of relevant work experience on USAID projects or other donors is required.
    • Excellent budgeting and financial management skills required.
    • Ability to work in multi-cultural environments and build effective working relationships with clients and colleagues, including managing above as well as below.
    • Proficiency in Microsoft Office required. (Word, Excel, Outlook, and PowerPoint); advanced expertise preferred.
    • Knowledge and familiarity with FAR and USAID regulations strongly preferred.
    • Experience with subcontractors management is preferred.
    • Strong attention to detail and strong organizational skills required.
    • Excellent writing and communication skills in English.
