Overview

Logistics Management Institute is seeking a Project Analyst to support the US Army Medical Materiel Development Activity's (USAMMDA) mission to perform project analyst work scope on medical equipment to protect and sustain the Warfighter's and their families for the Nation. This position will have a specific focus of tracking and reporting on the cost, scope, and schedule of medical equipment in a team setting. This position supports the Fort Detrick, MD location (Contractor office within 10 miles of Fort Detrick). The duration of this contract is one (1) year with one (1) additional option year.

Responsibilities

    Perform Project Analyst tasks - this position is focused on project and data analysis that leads to reporting to inform decision making by Product Managers.
  • Assist Product Managers in developing plans, processes, documents and all activities related to managing Army and Defense Health Program Research and Development funded efforts.

  • Assist in developing, preparing, managing, and writing documentation requirements. Prepare acquisition documentation to include Executive Summaries (EXSUMS), Acquisition Decision Memorandums, White Papers, and information papers on the subject matter, and adhere to required pre-brief schedules for all documentation leaving the command.

  • Monitor, track, and report breaches in the Acquisition Program baselines, assist in the development and implementation of support strategies with knowledge of DoD 5000.02 Acquisition Process, CJCSI 3170.01 JCIDS System, Financial Management Regulation, and the Federal Acquisition Regulation. Ensure plans and schedules are developed and managed for all writing, documentation, and publications objectives.

  • Perform initial reviews, planned funding, and develops spend plans to denote current year funding execution goals for project-related spending profiles, monitors contract actions and identifies emerging issues that need to be addressed.

  • Apply clinical decision making and knowledge to provide medical item equivalence substitutions during routine maintenance actions of AAC (Acquisition Advice Codes) items.

  • Consolidate the number of sustainment lines through the coordinated standardization of items within and across medical assemblages accord to current medical and nursing best clinical practices.

  • Survey the healthcare marketplace to provide dynamic evaluation, improvement, and adjustment of the assemblages to provide recommendations of new technologies and capabilities to enhance lifesaving care.

  • Serve as the technical representative on project teams, execute risk planning efforts and implement process improvements for advanced development efforts (i.e., biotechnology, medical operations, DoD tactical networks, and aviation).

  • Lead Project level and risk Working Integrated Product Teams (WIPTs), responsible for organizing meetings, preparing agendas, documenting meeting minutes, executive summaries, and action items, etc.

  • Manage and lead contractor site visits, monitoring performance and quality standards, and providing technical oversight during all life cycle management phases.

  • Author, edit, and contribute in the development of robust product development and budget plans to support Milestones, FDA and FFID approval.

Qualifications


  • Bachelor's Degree preferred

  • Minimum of six (6) years general experience and five (5) years relevant experience

  • Public Trust Clearance; Desired: Secret Clearance

  • Experience with and access Defense Logistics Agency (DLA) websites to conduct research and evaluation of medical materiel and equipment for sustainment of assigned SKO's.

  • Knowledge of DOD 5000.02, Federal Acquisition Regulations, and FDA regulations

  • Using Microsoft Project to develop and maintain resource loaded project schedules.

  • Understand work breakdown structures for task oriented RDT&E programs.

  • Proficiency with Microsoft Office Suite including Word, PowerPoint, Excel, Project, and Mail

  • Prepare and deliver documents ranging from technical reviews to acquisition documentation.

  • Desired: Experience with medical product development, DoD test and evaluation, and regulatory approval processes
