Global Communities is seeking a Senior Officer, Humanitarian Programs to join the Humanitarian Assistance team at the headquarters in downtown Silver Spring, Maryland.


The primary responsibility of the Senior Officer, Humanitarian Programs is to coordinate and provide Headquarters (HQ) program support to humanitarian field programs. S/he engages directly with donors on programmatic issues. The Senior Officer, Humanitarian Programs consults on operational concerns with other stakeholders within and outside the HA department to design and implement solutions. S/he enhances Global Communities' emergency response capacity and provides technical advice to support the Department's humanitarian assistance strategy and new business.


Responsibilities


  • Develops financial analysis of humanitarian programs in consultation with in-country and HQ finance professionals, identifies issues and management challenges and proposes solutions. Leads fiscal year and life-of-project budget development, program modification budgets, and tracks program spending. Reviews monthly draws submitted by the field.

  • Oversees contracts and sub-award management process including prior approvals and waiver issues in coordination with the Office of Grants and Contracts.

  • Identifies concerns and proposes solutions to programmatic, operational and systemic challenges to a project's success, while engaging appropriate HQ stakeholders (including Sustainable Development, Finance, People & Culture, General Counsel, Security, IT, recruiting, etc.).

  • Communicates internally on program and operational successes and challenges.

  • Maintains effective relationships with donor HQ representatives, including with the AO/AORs. Requests and secures donor approvals as needed (e.g., prior approvals, deadline extensions, deliverable approvals).

  • Leads or provides technical support to project start-up and close-out.

  • Monitors program expenditures against approved workplans and budgets; analyze financial trends and propose mitigating actions in close coordination with relevant team stakeholders at HQ and country level.

  • Conducts visits to country offices and project sites to provide technical and operational support and strengthen HQ/country level coordination, as needed and appropriate.

  • Represents Global Communities at relevant coordination forums, meetings, conferences and workshops to gather information on current trends that impact humanitarian operations, and to share details on Global Communities' efforts, as needed.

  • Provides strategic advice regarding program design, management, and operations. In close coordination with the in-country team, support and/or lead, as appropriate, targeted programmatic or operational initiatives (e.g., roll out of a new system, support the set-up/improvement of a feedback mechanism, etc.).

  • Maintains and disseminates updated knowledge on donor rules and regulations as well as GC policies and procedures.

  • Produces succinct written and oral responses to senior management information request on all aspects of country -specific humanitarian operations under tight deadline.

  • Reviews (or drafts as needed) and edits donor reports and deliverables to ensure quality, compliance, and timely submission.





POSITION SPECIAL RESPONSIBILITIES:


  • Able and willing to travel internationally approximately 20-25% annually.

Knowledge, Skills and Abilities

  • Demonstrated knowledge of international humanitarian response and recovery program methodologies, monitoring and evaluation techniques, and grants administration to include procurement and award management.

  • Ability to manage, track and report on budgets and program financial data.

  • Proficient in the use of Microsoft Suite. Comfortable working with large amounts of data and Excel spreadsheets.

  • Experience working successfully in cross-cultural and multi-disciplinary settings.

  • Excellent problem-solving and analytical skills, alongside the ability to interpret documents and spreadsheets, analyze information, and develop strategies.

  • Excellent written and oral communication skills in Spanish and English, written and oral.

  • Ability to draft and edit quality reports targeting a variety of audiences.

  • Ability to work effectively in an atmosphere of shifting priorities and deadline pressure.

  • Able to work in a team environment.

  • Accuracy, attention to detail.

  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.




Qualifications

  • Undergraduate degree in a related discipline and a minimum of four years of related work experience or a minimum of eight years of related work experience.

  • Relevant work experience in the international NGO/non-profit development sector preferred.

  • Significant experience with USAID programs, financial analysis, business development, and budgeting preferred.

  • Prior international living experience, preferably in a developing country. Prior program development experience a plus.

  • Equivalent combination of education and experience.

  • A passion for the mission and values of Global Communities.

  • Must have U.S. work authorization.
