Job Description:

The Program Manager is responsible for the successful delivery of programs using a disciplined process and in close collaboration with IT Leadership, program sponsorship, business partners, team members, the OPM, and various other stakeholders. The Program Manager will be a member of the Governance team and will coordinate the work of project managers, track program interdependencies, maintain and present program status, track and manage risks and issues at the program level, and oversee program change management and communication activities. The Program Manager will provide process leadership and support to Project Managers using the Administrative Systems Project Management Framework, and serve as a mentor to Project Managers.


The ideal candidate will be an excellent leader and have experience in managing staff of different disciplines to produce results in a timely manner. They will be able to develop efficient strategies and tactics to ensure program goals deliver the desirable outcomes for the business.



Key Responsibilities:





  • Work closely with the program sponsor(s), cross-functional teams, and assigned project managers to plan and deliver the program.

  • Coordinate with project managers, vendors, and IT teams for cross-project activities, including program communications, sponsor meetings, and to oversee delivery of planned work.

  • Manage the program budget process and coordinate with managers, project managers, and vendors to ensure resources are applied efficiently and effectively.

  • Identify, analyze, evaluate, and manage risks and opportunities across multiple projects.

  • Monitor and assess program and project performance to maximize ROI.

  • Produce accurate and timely program status reports.

  • Identify, monitor, and manage dependencies between projects to handle conflicts and issues that may arise. Arbitrate and resolve conflict within the program when necessary. Understand appropriate paths and methods for escalation.

  • Be proactive and exercise initiative in identifying, tracking, and removing impediments to program success.

  • Understand how individual projects affect the program and exercise judgment in raising issues and risks to the program level.

  • Ensure program goals are met, including quality, customer satisfaction, and agreed upon timelines.

  • Provide leadership to project managers, foster a positive team environment, and provide direction in ambiguous situations.

  • Use negotiation skills, influence, and creativity to achieve successful outcomes around scope, schedule, budget, risks/issues, and resources.

  • Oversee organizational change management. Assist in defining the changes to business processes and procedures that will result from the program and projects. Incorporate business process change estimates and contingencies into the overall program plan.

  • Monitor and manage vendor performance, as needed.

  • Manage program documentation and records.


Minimum Qualifications:





  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree; OR appropriate combination of education and experience.

  • 5+ years coordinating Information Technology (IT) programs or other relevant experience required.

  • Success in managing multiple, large IT projects simultaneously.

  • Comfortable exercising judgment and using analytical skills in ambiguous situations.

  • Outstanding attention to detail combined with the ability to see the big picture.

  • Broad understanding of technology.

  • Ability to learn quickly and adapt to a changing environment. Proactive in seeking out information when necessary.


Preferred Competencies:

  • Master's degree in Computer Science, Information Systems or related technical field.

  • PMP certification

  • Working knowledge of research administration or grants management software
