Job Description:

The Program Manger is a full-time, on-site position responsible for conducting overall management of contractor operations and is the central point of contact with the Government for performance of all work. The Program Manager shall have full authority to commit the Contractor to action on matters pertaining to Contractor's administration of the Performance Work Statement.  The Program Manager is responsible for implementing subcontracts, if required, and maintaining records of those subcontracts.

Responsibilities:  



  • Assure continuous facility operations and prevent disruptions that could adversely affect the mission of the End User Campus.




  • Keep the Government informed of current status of building systems, anticipated service interruptions, and other vital information.




  • Prevent premature failure or deterioration of the facility, facilities systems, and equipment.




  • Comply with the Guiding Principles for Sustainment of Existing Buildings.




  • Oversee and manage the systematic, predictive, preventative, and unscheduled/corrective maintenance as necessary in order to meet the performance requirements of the systems.




  • Oversee and manage janitorial services, grounds maintenance, snow and ice removal, integrated pest management, and refuse collection.



Minimum Qualifications: 



  • Industry recognized certification in Program Management, Project Management or Facility Management.




  • Bachelor's Degree in Facility Management, Construction Management, Engineering (Mechanical, Civil, Electrical,




  • Structural), or other related field.




  • 15 years experience managing all aspects of building operations; 10 years of which must have been with a contract of similar size




  • and scope.




  • Experience with managing LEED certified facilities.




  • Experience with operations in U.S. Government facilities.




  • Experience in development, maintenance, and reporting of facility and service metrics.




  • Possess knowledge of ARCHIBUS Computerized Maintenance Management System (CMMS) software, preventive maintenance, construction and repair terminology and processes, as well as familiarity with the End User’s guidance, rules, and regulations.




  • Strong communication and leadership skills to enable the incumbent to work across all departments and sections.




  • Ability to analyze organizational and operational problems and develop timely and economical solutions.




  •  Must be a US Citizen.




  •  Must possess a Secret Clearance with the ability to obtain and maintain a Top Secret security clearance with eligibility to access Sensitive Compartmented Information.




  • Consistent with President Biden's Executive Order 14042, you must be able to meet all health requirements, including but not limited to, current and future vaccination requirements to infectious diseases such as COVID-19.  The Executive Order generally requires that all federal workers and federal contractor employees be fully vaccinated by January 4, 2022.



 

Desired Qualifications:  

Travel on an infrequent basis, if required (<10%).
