Definition


:

Under the general direction of the Vice President of Operations, the Director of Water Quality is responsible for the development and administration of programs that ensure the protection of water source, optimization of treatment processes, and production of water that meets Federal and State drinking water standards. As a Department head, he/she organizes, directs and administers department activities and formulates and implements operating policies and procedures within general administrative guidelines; performs other related work as required.

 




Distinguishing Features


The incumbent manages the Company's water quality program and acts as the Company's chief technical expert in the field of water quality and regulatory compliance with drinking water standards.  Extensive liaison with representatives of various regulatory and government agencies as well as with business, industry, community groups, and the public.

 




Principal Duties & Responsibilities


:


Plans, organizes and coordinates a comprehensive water quality program that encompasses compliance with the SDWA and Title 22, water treatment and water distribution.


  •  Oversees the responses related to customers' inquiring related to water quality, distribution system flushing activities and backflow prevention compliance.


  • Acts as the technical expert for the Company in the area of water quality and represents the Company in meetings with a variety of agencies and organizations.


  • Develops and recommends policies and procedures.


  • Oversees water sampling, laboratory services and water quality monitoring programs to ensure compliance with applicable federal and state regulations.


  • Comments upon proposed legislative changes


  • Maintains records and prepares written reports, budgets, and analyses as required.

    Education and Experience


    :


    • Bachelor's degree or equivalent in engineering, chemistry, biology or a closely related field.


    • Four years of administrative or managerial experience supervising professional staff that requires technical expertise in the field of water treatment, storage, distribution and water quality.  An advanced degree is desirable.


    • Must possess or obtain within 24 months of appointment to this class, a Grade II Water Treatment Operator's Certificate and a Grade II Distribution Operator issued by the California Water Resources Control Board.


    • Must also possess or obtain within 24 months of appointment to this class, certifications from the California-Nevada AWWA Section as a Backflow Prevention Assembly Tester, a Cross Connection Control Specialist, and a Grade I Water Quality Laboratory Analyst.


     




    Required Knowledge, Skills & Abilities


    :

    Extensive technical competency of the following:


    • Legislative decision making; planning and budgeting



    •  Engineering principles and practices related to water treatment, storage, and distribution facilities


    • Water chemistry


    • Water bacteriological principles, terminology and testing procedures as they relate to drinking water production and compliance.


    • Skills in planning, organizing, and coordinating programs and engineering and laboratory studies


    • Developing and implementing effective policies and procedures.


    • Excellent written and oral communication and administrative skills.


     




    Other Requirements


    :

    Must possess a valid California driver's license and have a satisfactory driving record.
