Job Description:

Heluna Health invites applicants for the position of Contracts and Grants Manager.  Under the direction of the Deputy Director of Contracts and Grants Management, the Contracts and Grants Manager will be responsible for the overall direction, coordination, implementation, execution, and documentation of Heluna Health projects and activities to ensure alignment with the Heluna Health’s strategic direction, goals and objectives.

The Contract and Grant Manager will work closely with Deputy Director, Contract and Grant Management to develop and implement processes, work with program staff, and assist leadership with defining and prioritizing strategic projects and day to day operations.

 The position requires contract and project management, interpersonal, and communication skills.  A successful candidate will need to feel comfortable working with a wide range of stakeholders within a complex system.  The position analyzes low, moderate to high risk new or existing opportunities designated as part of their contract and grant portfolio.  Contract and Grant activity may be non-routine and require development of specialized contract and grant vehicles and techniques to accomplish business goals and objectives.  Under the leadership of the Contract and Grants Manager, client management will be at the forefront and will require but not limited to training, supporting and directing project teams throughout the contract or grant lifecycle.

 ESSENTIAL FUNCTIONS

Contracts & Grants Management Services:


  •  Responsible for administrative oversight and management of projects using best practices and independent judgment.

  • Oversight of programs assigned to their designated portfolio. 

  • Reviews simple to complex solicitations and prepares with the assistance of project teams, specialized and/or non-routine response for proposals, bids, and contract or grant modifications.

  • Develops negotiation strategy to include the negotiation of terms and conditions of awards, establishing compliance and evaluation criteria, and reporting requirements. 

  • Analyzes contract or grant requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.

  • Assists in preparation, management and monitoring of project expenditures, ensures budgetary integrity and control. 

  • Oversee and monitor subcontracts and all deliverables. 

  • Prepare notes, reports and other documents for monitoring and reporting activities as required to ensure compliance with funding or other applicable regulations, or as directed. 

  • Serves as the liaison between the Project Director or Principal Investigator and the Contracting or Funding Agency.  

  • Focal point for all communication with law, finance and business team disciplines for resolution of contract or grant issues and disputes.

 Customer Service:


  • Assures the organization is performing outstanding customer service through cultivation of enduring relationships with all external and internal customers by providing warm, friendly, positive and supportive services

 Revenue Generation and Outreach:


  • Actively identifies and follows through with new client leads.  Engages in outreach and information activities to identify and secure funding for projects and programs to meet Heluna Health and team goals, including submittal of proposals or grant applications under a variety of solicitations.. 

 Leadership and Team Direction Responsibilities:


  •  Directly responsible for the smooth and professional functioning of the internal Project Team as well as external projects when assigned.  

  • Coordinates team problem solving, site visits and team methodologies under the direction of the Director of Contract and Grant Management and Chief Program Officer.

  • Leads, coordinates, guides, directs and oversees project team activities and project compliance. 

  • Assists in identification, development and implementation of new streamlined contract and grant policy and processes and assures compliance with all applicable laws.

 JOB QUALIFICATIONS

Intermediate to higher level of proficiency in Microsoft Office Suite products such as Word, Excel, and PowerPoint; Intermediate to higher proficiency in databases currently used by the company.  Salesforce or Oracle Fusion experience a plus.

 Education/Experience

Bachelor's degree from a four-year college or university or five years related experience and/or training.  Advanced degree highly desirable.

 Certificates/Licenses/Clearances

Possess a valid Class C California Driver’s License and provide proof of automobile insurance -OR- the ability to utilize an alternate method of transportation when needed to carry out job-related essential functions.   CPCM, CFCM, or CCCM or equivalent highly desirable.

 Other Skills, Knowledge, and Abilities

Must be able to travel up to 25% of the time; Requires flexibility in scheduling (Monday through Friday) and work hours including the ability to attend early morning and after hour meetings; Excellent interpersonal and communication skills required. A positive, high energy, warm, friendly, self-motivated style needed. Ability to meet deadlines, multi-task, effectively delegate and work under pressure.
