We are hiring immediately for a Full Time Manager of Data Operations to join the Center for Health Care Data Project: All Payor Claims Database team as part of the UTHealth School of Public Health in Housotn, TX. This is a Hybrid position working mostly remotely with the expectation of on-site meetings that will occur on an ad-hoc basis. In this position you will assume a lead-role in managing the daily operations of the APCD submission process. This will include registering stakeholders, monitoring month-to-month submissions, resolving issues, crafting messaging, creating reports, managing website information, mentoring direct reports, presentations and instituting continuous improvement.

This is a ground-floor opportunity to craft and own the an important part of the APCD operations as to culture, operations, messaging, relationships. This position will be a dynamic, multifaceted role which will require a lot of context switching between engagement with stakeholders, light technical work, managing direct reports, etc. This will be a large, visible project not on for UTHealth but for the entire state of Texas.

Position Summary:

Manages, organizes and monitors the day-to-day business operations for the All-Payor Claims Database (APCD) ensuring a smooth data-submission process for all data-submitters. Assists and coordinates data-submitter onboarding, logging and tracking submission issues to resolution, ensuring accurate and timely communication and continuous process improvement. Ensures up-to-date information is available to stakeholders via external websites, social media and quarterly communications. Serves as the first point of contact for all data-submitters engaging with the APCD.

Position Key Accountabilities:


  • Builds, motivates, and leads the APCD operations team to ensure alignment with the organizational culture, responsiveness to data-submitters and operating requirements with a commitment to customer satisfaction.
  • Designs business processes to ensure completion of all monthly data-submissions and processes.
  • Works with other APCD teams to identify problems and analyze system enhancements.
  • Monitors the issue-tracking system used to record and monitor service requests. Provides first level of technical support to resolve submission issues, while developing and maintaining a knowledge base of known errors.
  • Conducts impact analysis on operational activities and develops detailed work plans of activities and resources for approved projects and activities.
  • Provides security administration for data submission portal(s). Engages with data-submitters to ensure they are onboarded to the initial and annual registration process (credentials for data submissions, test successful, etc.) in an efficient and timely manner.
  • Coordinates and publicizes the procedures and policies necessary to keep the data-submitter community informed. Develops training materials for data-submitters (documents, videos, tutorials, FAQs) and incorporates materials into the data-submitter engagement process.
  • Researches, documents and generates engagement with voluntary APCD data-submitters through social networks and relationship building.
  • Develops and maintains a statewide directory of entities expected to submit data to the APCD, both obligatory and voluntary, including updated contact information.
  • Manages Human Resources activities for direct reports in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations and salary planning.
  • Ensures that the APCD (external/internal) website(s) are updated with relevant information for data-submitters, stakeholders, and the general public. Provide monthly metrics on public web site use including unique visitors, most accessed resources, and user feedback.
  • Surveys data-submitters for feedback on process improvement to provide recommendations to APCD leadership and process owners.
  • Performs other duties as assigned

Certification/Skills:


  • Experience in organizing, implementing and enforcement of data collection policies and methods.
  • Experience collaborating with IT teams to resolve operational business issues.
  • Experience with Office 365, MS Teams collaboration tools
  • Ability to work independently with diverse groups.
  • Ability to build relationships and effectively influence through engagement.
  • Ability to create ad-hoc reports and presentations in a clear and effective manner.
  • Ability to handle multiple activities in a results-oriented environment; highly organized, flexible and meticulous attention to detail.
  • Ability to lead teams and to engage internal and external resources as needed.
  • Ability to create forward-looking planning calendars for operating and ad-hoc project work.
  • Ability to gather and query disparate data-sets and use appropriate data tools for analysis.

Minimum Education:


  • Bachelor's degree in Business Administration, Management or a related field.

Minimum Experience:


  • Five (5) years related experience in Project Management with demonstrated leadership experience leading small to medium-sized teams or equivalent experience executing multiple work streams.

Physical Requirements: Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
