Job Description:

DEFINITION:
Under the direction of the Landfill Project Manager, perform various duties in the coordination and control of landfill projects; ensure gas collection system, water systems and other technical facilities are operational at assigned landfill sites; perform surveying assistance, inspections and quality control duties related to landfill projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform various duties in the management and coordination of landfill projects; perform site management of landfill gas collection and control systems; track landfill operations efficiency and productivity levels using assigned software and equipment such as Autodesk Civil3D, mapping and modeling applications, Trimble R10 GPS system and UAV surveying.
Oversee the proper operation of various technical and mechanical facilities on site as assigned including the weather station and automated tire wash; manage the operation of electrical, hydraulic, Audio/Visual (A/V) and other technical systems at assigned sites; oversee camera surveillance system accordingly and retrieve videos and pictures as needed.
Oversee gas collection operations according to established procedures; construct, monitor, repair and modify gas collection system according to established procedures; monitor work performed on gas collection system by contractors.
Perform various surveying, inspection and quality control duties; oversee and provide work direction to inspectors and survey crews on contract work.
Develop and evaluate projects, plans and specifications in compliance with applicable rules, laws, policies and procedures; prioritize, organize and manage contracted scope of work.
Develop and prepare the annual preliminary budget; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations; provide budgetary input.
Perform engineering duties at assigned landfill sites; solve minor engineering problems and generate proposed designs to provide to consultants for the development of construction
Communicate with various personnel, outside agencies, consultants, and contractors to exchange information, coordinate activities and resolve issues or concerns; serve as primary contact for various landfill-related projects, after-hours systems failures and on-call issues.
Perform duties in the procurement and delivery of materials, equipment and supplies for landfill-related projects and obtain quotes for related materials.
Monitor field operations efficiency including waste density, soil usage and effective density; assist with generating fill sequences and cell dimensions.
Provide training to and supervise the performance of assigned staff; manage project sub-
Perform advanced mathematical calculations as appropriate for the assigned engineering
Deliver oral presentations to the Board of Supervisors and other groups as necessary; draft exhibits for use by personnel, consultants and other agencies utilizing assigned software.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities.
Plan, coordinate, and monitor work performed by contractors on capital projects related to environmental compliance.
Work with local agencies, boards and contractors in the analysis and coordination of environmental and preservation management programs.
Keep records and prepares reports for mandated Federal and State Coordinate inspections and investigations with other state and local agencies.
Conduct field inspections and works with a wide range of issues and problems including waste management planning, resources recovery and solid waste disposal.
Communicate with various personnel, outside agencies, consultants, and contractors to exchange information, coordinate activities and resolve issues or concerns; serve as a contact for various landfill-related projects, after-hours systems failures and on-call issues.
Assist site personnel with surveying, inspections, and maintenance related
Develop and evaluate projects, plans and specifications in compliance with applicable rules, laws, policies and procedures; prioritize, organize and manage contracted scope of work.
Perform duties in the procurement and delivery of materials, equipment and supplies for landfill-related projects and obtain quotes for related materials.
Operate a variety of equipment including a computer and assigned software, including Autodesk Civil 3D; utilize various landfill-related equipment including hand and power tools; operate a motor vehicle.

REQUIRED QUALIFICATIONS:
Education and Experience:

Engineering Technician I: any combination equivalent to: Associate of Arts degree or four (4) years of increasingly responsible engineering experience involving responsibility for planning and coordinating the implementation of a variety of engineering and public works projects. Surveying and construction management experience is desired, but not required.
Engineering Technician II: a minimum of one year experience at final salary step of Engineering Technician Gas control and collection system and construction project engineering experience is required.


Licenses and other Requirements:

Valid California Class C driver's
