The Role
This role will be responsible for the company's compliance with applicable government contract accounting requirements, specifically the Federal Acquisition Regulation (FAR), The American Association of State Highway and Transportation Officials Regulation (AASHTO), and applicable Federal, State, and Local agency supplements (e.g., DFARS, State DOT's, etc.).
It is anticipated that requirements will include understanding of U.S. Government cost accounting (CAS) as needed, the production of compliant indirect rates for provisional billing, and final indirect cost rate settlement via year-end Incurred Cost Submissions and support FAR overhead Audits. This position will provide government contract accounting expertise as needed, be the subject matter expert regarding requirements, policy changes and best practices to ensure compliance. In fulfilling these responsibilities, this position will be required to work effectively and collaborate with all levels of the organization.
Responsibilities
Experience and understanding of U.S. government contract types, terms & conditions, invoicing, and payment to include fixed-price, cost-plus, time & material, and other common contract types
Be the point of contact (POC) to various Governmental agencies (DCMA, DCAA, State DOTs, etc....) in financial matters; ensure timely Reps and Certs reporting in SAM, GSA ESRS, and any other government reporting systems
Demonstrated experience in calculating and managing indirect rates in a cost-reimbursable environment
Manage the preparation of incurred cost submissions, proposal pricing, and development of provisional billing rate submissions
Serve as lead for pre and post-award audits with the DCAA, State DOTs, etc.. including accounting system, proposal, labor floor check, and incurred cost audits
Develop, maintain, and ensure adherence to U.S. Government costing and accounting Policies & Procedures
Monitor and remain informed on new and proposed government accounting and regulatory developments and evaluate their potential effect on the business
Support the finance organization by forecasting and communicating government-related project information and monthly reporting requirements
Assist management with special projects and ad-hoc analyses including Financial and/or special audits
Requirements
Bachelor's degree in accounting or finance, CPA and/or MBA preferred
5+ years' experience dealing with the Federal Acquisition Regulation (FAR) and U.S. Government cost accounting, either in industry or government
Experience in a project accounting environment plus direct experience with government audits (DCAA, State DOTs, etc....)
Ideally experience with U.S. Government cost estimating requirements
Project management skills; ability to multi-task in a time-sensitive environment
Ability to work with confidential information and documentation with discretion
Strong research and analytical skills, an affinity for problem-solving
Experience with MS Office, and other accounting software
