Job Description:

ECS is seeking a Cybersecurity Operations Strategist to work in our Arlington, VA office.

ECS seeks a dynamic and experienced Cyber Leader to provide consulting services for our national security client who protects national critical functions and federal assets. The ideal candidate will provide expert-level consulting services across our client's cyber threat detection & analysis, incident response, hunt, and forensics teams, articulating and influencing our client toward a holistic future operating vision. This individual will drive engagement across various client teams and stakeholders, lead the team to align current operational state with strategic objectives, identify gaps and needs, and articulate an enterprise technology strategy. This Cyber Leader will apply a systems-thinking approach to the client's operation, work across the client organization and support team to influence, plan, and drive change to existing services, processes, and technologies. Articulation of value and impact of mission improvement opportunities and technical solutions to all levels of the organization is a must. Familiarity with customer experience (CX) and systems-thinking is preferred.


Job Description:

  • Apply strategic, technical, and innovative experience to lead the development of our client's threat detection & analysis, incident response, and security operations for a national level government agency
  • Lead and facilitate discussions across all levels of the organization to identify, design and drive strategic and impactful advancement of our client's cyber capabilities and effectiveness
  • Provide input into the development and modifications of technical and operational reference documents related to our client's cyber programs and capabilities
  • Support the development of use cases, concept of operations (CONOPS), technical and functional requirements and specification documentation for our client's cyber programs
  • Develop and maintain internal and external partnerships with stakeholders of our client's mission space to understand pain points and barriers to adoption and best practices
  • Apply unique technical and engineering knowledge, skills, abilities and experience to the planning, development, and implementation of cyber capabilities for our client
  • Proactively seek opportunities to define and improve processes to align and optimize resources across functional areas, and in response to a dynamic customer environment
  • Execute an effective customer satisfaction and client management strategy, including routine customer meetings, deliverables, and activities to ensure effective risk and quality management

Required Skills:


  • Must be a US Citizen

  • Must hold or be able to obtain a Public Trust Clearance
  • 7+ years' experience leading functional teams within a Security Operations Center (SOC), including blue teams, red teams, vulnerability management, and cyber threat intelligence. Activities include threat detection and response, penetration testing, malware analysis, threat hunting, and incident response
  • 7+ years' experience implementing and maturing security technology programs, including: Security Information and Event Management (SIEM), Security Orchestration Automation and Response (SOAR), Threat Intelligence Platform (TIP), vulnerability management tools, offensive security tools, and threat intelligence tools
  • Expert-level knowledge of SOC concepts, processes, and industry best practices with advanced knowledge of the cyber threat landscape
  • Expert-level knowledge of common frameworks and industry tools used for incident response, threat intelligence, and threat hunting
  • Experience developing strategic, operational, and tactical project plans that are measurable and practical
  • Experience executing project management techniques, decision-making and problem-solving skills
  • Experience building consensus and driving outcomes across various levels of the organization

Desired Skills:

  • Transformation of cyber and vulnerability data into greater insight and more effective action to manage and respond to incidents
  • Building and nurturing external networks consisting of industry peers, ecosystem partners, vendors, and other relevant parties to address common trends, findings, incidents, and cybersecurity risks
  • Applying customer-experience (CX) concepts to internal and external customer services to drive adoption, efficiency, and effectiveness
  • Applying systems-thinking to understand and drive holistic and sustainable change to the organization and its services
  • Successfully executing programs that meet the objectives of excellence in a dynamic operational environment
