Arcosa, Inc. seeks a Human Resources Operations Specialist to support and contribute to the delivery of HR initiatives for the corporate office and across the enterprise. Reporting to the Director of Corporate Human Resources, the Operations Specialist will provide a broad range of support to the Arcosa HR function to ensure regulatory compliance and obligations are met. Areas of oversight include but may not be limited to pre-hire criminal background adjudication, drug screening (pre- and post- employment), I-9/ E-Verify, and DOT compliance,. In addition, there may be administration of other various corporate-led programs, and projects throughout the year. The ideal candidate for this role must be process-oriented, have an interest in employment law and regulatory compliance, and be an analytical thinker with excellent attention to detail. The HR Operations Specialist will identify and implement process improvements to drive compliance and accuracy as well as enhance the employee experience.

What you’ll do:
Manage, review and adjudicate background checks, MVR (driving records for new hires and annually), pre-employment, random and drug screens enterprise-wide; actively partner with external vendors to ensure timely responses and efficient procedures are in place
Manage ongoing reporting to monitor trends; proactively identify and recommend improvements on processes, procedures and system functionality to improve turn-around-times
Manage HR reporting activities for EEO, AAPs, OFCCP, ADA, etc.; train business unit HR teams, as needed
Provide support managing various HR vendors (i.e. Sterling, JJ Keller, etc.)
Manage and oversee relocation program activities; monitor usage against policy compliance
Assist with labor relations where needed to identify and execute union awareness strategy and activities
Create and maintain various reports and assist with managing HR records retention
Proactively monitor regulations and propose appropriate updates to procedures when necessary
Partner with business unit human resources to ensure all DOT regulated drivers comply with DOT and FMCSA (National, State and Local) laws and regulations (Driver Qualification files, Hours of Service, MVR, etc.) enterprise wide and assist with DOT Drug and Alcohol Testing Program and compliance efforts
Continually receive feedback to improve service delivery and support changing business requirements
Assist with strategic projects and special initiatives, as assigned
Secondary duties:
Partner to conduct onboarding of corporate new hires and assist with onboarding development plans for the HR team
Assist with maintaining internal SharePoint site for corporate HR and Recruitment
Provide training for field and HR staff on applicant tracking systems
Assist with activities such as fire safety and emergency action plans for the Dallas office
Serve as contact for employees with HR related questions and proactively communicate questions and/or issues to HR leadership
Assist with coordinating office events throughout the year for the Dallas office
What you’ll need:
Minimum of 7 years’ experience in an HR operations or compliance related role
Bachelor’s degree preferred; equivalent work experience of 5 years in a related role may be considered in lieu of degree
4+ years’ experience adjudicating criminal background screens for employment purposes; strong knowledge of the Fair Credit Reporting Act (FCRA) and all related regulatory compliance measures
Knowledge of employment laws; strong research skills
Experience creating and managing corporate procedures and HR policies
Strong project management, organizational, and time management skills
Experience thriving in a fast-paced, dynamic, flexible, team-oriented environment, with the ability to navigate competing priorities while maintaining extreme attention to detail.
Excellent communication skills required (written, verbal and presentation)
Advanced knowledge of Word, Excel, PowerPoint, and SharePoint
Experience managing DOT records; demonstrated expertise in DOT, FMCSA and OSHA preferred
Demonstrated problem solving skills and ability to conduct research, review findings and influence decisions
Ability to build and manage strong, collaborative working relationships and carry high credibility with cross-functional teams and people leaders to foster and cultivate influence at all organizational levels
Works effectively with individuals of diverse cultures, interpersonal styles, abilities, motivations, or backgrounds
Experience using HR computer systems (e.g. UKG) and software and/or ability to learn new systems
Able to manage sensitive issues in a confidential manner
