To perform and develop formal audits of railroad, private car line, and shipper systems in the areas of freight car and other equipment valuation and use reimbursement.
Job Accountability/Responsibilities
Essential Functions
Schedule audits with the individual entities.
Analyze and review prior audit work papers. Generate the relevant company and AAR supporting, detailed computer reports, and draw and /or determine as many of the statistical sample records as possible prior to arriving at the audit site(s).
Apprise relevant parties of the nature of the audit; determine the location and format of necessary records and with whom periodic inquiries are made; conduct a post-audit review of preliminary finds, and convey suggestions and recommendations intended to assist the audited company in correcting areas of deficiency.
Exercise judgment in developing the audit report to justify statement and findings.
Exercise judgment within defined procedures and policies to determine appropriate action.
Assist with identification, development and implementation of modifications to improve the audit process.
Responsible for the development and implementation of two annual studies mandated under STB, Order in Ex Parte 289, for the generation of mileage allowances for publication in Freight Mileage Tariff 6007.
Update mileage rate published in Car Service Rule 5 quarterly.
Update the equipment listed in AAR Circular OT-2 Monthly.

Education, Experience, Certification/Training
Bachelors degree in accounting or related field and a minimum of 3 to 5 years relevant experience required. Relevant experience may substitute for degree.
Maintain a high level of knowledge of changes in tariffs, circulars, rules, and procedures related to car accounting, Car Hire, valuation and age, private car mileage equalization, Umler file, and other related factors pertinent to areas covered by the audits.
Maintain knowledge of activity by the Equipment Assets Committee that may impact the audit process.
