The Federal Reserve Bank of San Francisco’s Information Technology department has an immediate opening for an Assistant IT Manager within the CASH Application Delivery organization.

The main responsibility of the Assistant Manager is to lead and manage the agile scrum team engaged in the software application development for the CASH business line.

Job Requirements:

•            Bachelor's Degree in any business/technical field or equivalent experience.

•            Typically requires 5 or more years of demonstrable experience in software development projects and supporting critical business applications with three or more years of demonstrable experience in running projects/leading teams with moderate to high risk and complexity.

•            Experience in successfully leading, coaching and developing staff.

•            Strong written and verbal communication and interpersonal skills to include: demonstrated ability to communicate complex issues succinctly.

•            Demonstrable ability to collaborate with others, initiate action, adapt to change, demonstrate leadership and accountability.

•            Demonstrable understanding of SAFe and agile development processes with the ability to influence translating those processes into actions on an Agile Team.

•            Ability to implement agile metrics and use those metrics to help the team(s) see opportunities for improvement during the retrospective meetings.

•            Ability to empower a self-organized team to work together on product delivery.

•            Familiar with Automated Testing and the ability to shape Sprint planning around this model.

•            Displays the capability of a Servant Leader, whose focus is removing impediments and building up the capabilities of an Agile Team.

•            Demonstrable ability to teach, mentor, facilitate and coach teams to continuously improve while using the Scrum framework.

•            Help facilitate/participate in the daily Scrum stand-ups.

•            Coordinate work across multiple Scrum Teams where dependencies exist.

•            Ability to lead the agile software development lifecycle from project initiation to releasing to production.

•            Ability to influence change across the organization in adopting Scrum/Agile principles.

•            Ability to challenge teams to break down stories into reasonable sizes so that work can be delivered in every Sprint.

•            Possesses general understanding in the areas of application programming, database, and system design.

•            Demonstrable experience managing large, complex Web application development is preferred PMP Certification required (required)

•            Experience with Agile team development processes and practices (required))

•            Certified SCRUM Master (required)

•            SAFe Certification (desired)

•            10-15% of Travel is required.

•            Must be US Citizen or Green Card holder with intent to become a U.S. Citizen.

Key Responsibilities:

•            Manage a team of developers on an agile scrum team (SAFe)

•            Coordinate development dependencies that span multiple development team

•            Works with project stakeholders to define project vision, scope and deliverables in support of business goals.

•            Create and manage project plans, artifacts, and deliverables according to prescribed processes and methodologies.

•            Manage communications, issues, risk and scope change throughout the project lifecycle.

•            Coordinates and oversees performance of project resources and sets expectations accordingly.

•            Escalate issues to project stakeholders in a timely fashion

•            Develop and grow business relationships vital to the success of the project.

•            Facilitate Sprint Planning/Pre-Planning, Daily Standups, Retrospectives, and Product Demos.

•            Assist Product Owners with backlog creation and grooming of stories.

•            Coach and mentor the agile/scrum on best practices

•            Report status of teams to executive audience.

•            Maintains the scrum team dashboards.

Additional Responsibilities:

•            People Management - Responsibilities include staff motivation, career development, assessing training needs, building and maintaining trust and respect, setting expectations, providing continuous feedback on performance, coaching, professional development, mentoring and succession planning.

•            Resource Planning and Management - Identify roles and associated skills needed to optimize and build agile scrum teams. Request appropriate staff be available; assess current resource allocation and recommend any changes to management. Align current and future release train deliverables to ensure appropriate staffing needs are communicated to management. Ensure effective utilization of resources, timesheet approval and budget management.
