RiverTech LLC seeks a Site Manager capable of managing the day-to-day operations of performance of all work in support of depot level maintenance production and services of a large aircraft production divisions, subordinate branches, and sections with the responsibilities and functions to support aircraft weapon systems, i.e., UH-60, Blackhawk; CH-47 Chinook; Recapitalization; Crash Damage; and AH-64 Apache.  Manages all operational, administrative and life support functions and activities at depot for the contract team.  Directs the accomplishment of site-specific program goals and monitors and reports achievement. Manages an operating budget, manpower, resources, and facilities in performance of contract responsibilities. Ensures compliance with Performance Work Statement (PWS) and program Quality Management System (QMS). Knowledgeable of American National Standards Institute/International Standards Organization/American Society for Quality (ANSI/ISO/ASQ) Q9001-2000 quality management systems requirements, applicable CCAD SOPs, DOD Regulations and the Privacy Act.  

Responsibilities: 

Manages delays or problems; quality control, health, and safety of employees; communications between all parties involved onsite; and is well-organized. Full authority to act on all matters relating to this contract with overall responsibility for the site QA/Quality Control (QC); and be the primary point through which technical communications, prioritization of effort, team standardization, and technical direction flow between the Government and the Contractor. 


  • Develops and implements aviation operations, policies, and procedures for subordinates.

  • Oversees the overall planning, direction, and timely execution of work in support of aircraft production operations and related logistics support operations including assigning goals and objectives to subordinate managers or supervisors.  

  • Serves as the POC for CCAD division chiefs within or outside directorate lines concerning work and quality related issues and problems.  

  • Delegates authority to subordinate managers for the performance of designated units or areas.  

  • Evaluates input from subordinates relative to short and long-range plans for the achievement of division program goals and objectives.  

  • Ensures compliance with Army, DOD, and CCAD regulations, processes and standards. Selects, reassigns, and promotes disciplines, set performance standards, and appraisals for subordinate supervisors and employees.  

  • Interviews job applicants and/or employees under consideration for promotion. Staffs highly skilled artisans related to aircraft maintenance in the overhaul and maintenance of multiple aircraft, aircraft systems and/or components in various stages of repair and or rework.  

  • Selects alternates to act for the Contractor in their absence and provides designation in writing prior to the performance of the contract.  

  • Approves or disapproves the full range of personnel actions submitted by subordinate managerial/supervisors and position structure.  

  • Evaluates subordinate managers and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors.

  • Makes decisions on routine and non-routine actions relating to personnel matters, time management, OT, cost, and training related to employees.

  • Assigns qualified employees to work areas and shifts. Investigates complaints, disturbances, and violations and resolve problems following management rules and regulations.

  • Conducts training sessions and meetings and facilitates communication between Contractor personnel and CCAD Management and Supervisors.

  • Highly qualified with general supervisory experience, aviation logistics and production, asset management, and property accountability procedures.

Minimum Qualifications: 


  • Possess seven (7) years of Aircraft maintenance, operations and or logistics experience or aviation related experience.

  • Knowledgeable of American National Standards Institute/International Standards Organization/American Society for Quality (ANSI/ISO/ASQ) Q9001-2000 quality management systems requirements, applicable CCAD SOPs, DOD Regulations and the Privacy Act.

  • Must be able to maintain a US Secret Security Clearance.

  • Ability to supervise large team complements including CBA (unionized) employees, lead-man, production plans, and material and quality control personnel.

  • Excellent leadership skills with the ability to manage and supervise others required: high degree of tact, judgment, knowledge, and integrity.

  • Ability to deal with and influence others in a positive manner.

  • Must possess excellent oral and written communication skills as well as good decision-making skills.

  • Demonstrated ability to meet goals working independently under limited supervision.

  • Must be able to handle confidential information and exercise discretionary judgment. 

  • Ensures sufficient resources are provided to meet PWS requirements, Internal policies, and procedures, and ensures site personnel adhere to established Depot requirements, US Government directives, and policies and procedures.

  • Attends Program Management Review conferences and briefs senior company and US Government officials on site activities and issues affecting the program performance.

  • Activities include the management functions of personnel and finance; training; support services; supply and inventory management; freight management; equipment major repair and maintenance.

  • Performs overall planning, coordinates the efforts of detailed planning, and continually measures and analyzes progress.

  • Provides for sufficient and viable contract performance through effective leadership of the site, to include compliance with quality and safety/environmental standards. 

  • Can respond rapidly and sufficiently to changing requirements, unexpected contingencies, and other challenging situations.

  • Performs other duties as assigned. 

Work Environment, Physical Demands, and Mental Demands: 



  • Work in normal office, production facility and maintenance shop or warehouse environment and may be required to stand for extended periods.



Preferred Qualifications 


  • Baccalaureate degree in Business Administration, Management, Program Management, or equivalent degree in related field.

  • Experience managing available resources in time sensitive situations preferred.

  • Experience with work production and scheduling preferred.

  • Experience in ISO 9001 is desired.
