Role Summary

This role is responsible for managing the Government and Education (G&E) Operations functions that includes a total of 5 direct reports to include the Proposal Strategist Manager (who has eleven direct reports), the G&E Quality and Coaching Manager (who has four direct reports), the G&E Presale Manager (who has 14 direct reports), and two individual contributor roles responsible for Technical Review of proposals.

This individual supports the proposal and presale organization by staying in tune with Cigna initiatives, product changes and opportunities to enhance our proposal process by down streaming necessary information from our vertical, Sales, Sales Effectiveness (including Proposal Management), Marketing, Product, Service Operations, and other critical areas of our organization that can impact our proposal process. Additionally, this individual will help drive results and outcomes from key projects and initiatives such as annual Freedom of Information Act (FOIA) analysis.

Lastly, this individual is responsible for providing direction and strategic oversight to the three managers responsible for the daily operation of the proposal and presale unit. This includes overseeing the goals and initiatives these managers set for their teams, overall performance, and ensuring our teams and processes align with expectations from our matrix partners, particularly Sales. Additionally, as the direct manager for two Technical Reviewers, this individual is also responsible for ensuring the team remains aligned to our legal partners and that our process for responding to legal questions and documents within Request for Proposals (RFPs) balances risk and compliance with instructions.

Responsibilities

Additional role responsibilities include:


  • Manage and consultatively coach Proposal Strategist Manager, Presale Manager, Quality, Coaching, and Production Manager, and two Technical Reviewers

  • Engage with critical partners in the G&E vertical team to ensure strategic guidance and information is provided to the management team and to ensure an evolving process to meet the needs and demands of our customers

  • Lead, oversee, and execute on key vertical initiatives based on Sales Effectiveness and G&E leadership demand

  • Cultivate strong relationships with critical areas that intersect with G&E teams and resources including Sales, Government and Education Distribution Leads (GEDLs), Government and Education Managers (GEMs), DSO, G&E Director, Presale, Legal, etc.

  • Solicit regular feedback and information from matrix partners to ensure our teams stay in alignment with expectations regarding the quality of work we produce as well as our process

  • Manage the day-to-day work and process for two Technical Reviewers who support the G&E Strategist team including case assignment and assessment, training, and coaching

  • Regular interactions and alignment to our Legal department to ensure our Technical Review processes align with the needs of our Sales organization and RFP requirements.

Qualifications


  • Bachelor's degree or equivalent work experience; Advanced degree preferred.

  • 8+ years of Marketing/Sales Proposal/Sales Support experience desired.

  • 4+ years of team managerial experience (preferably with a larger organization)

  • Experience with managing people managers preferred

  • Candidate preferably from within the Government and Education Vertical (or similar space)

  • Broad knowledge of healthcare products, services, and capabilities

  • Experience with effective change management and motivating others

  • Experience with legal/contractual matters preferred



Lastly, candidate must have:

  • Persuasive oral & written communication skills and excellent analytical skills

  • Excellent project and process management skills with demonstrated results

  • Ability to meet/manage tight deadlines and work under pressure with agility

  • Proficiency in Microsoft Office and Adobe PDF

For this position, we anticipate offering an annual salary of $102,700 - $171,100, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
