Job Summary:   

Provides software engineering and development services for U.S. Coast Guard, Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC) project in a multi-server environment, supporting both production and development systems. The Software Engineer will perform a variety of programming assignments requiring knowledge of established programming procedures and data processing, coding using Java and JavaScript (NodeJS, Typescript), engineering-level testing, and integration support services, with a focus on support of and development for ESRI ArcGIS Enterprise and Portal.


  • Build data processing applications, web services, and web applications from the ground up

  • Develop, Update and Enhance existing web interfaces and system services to provide greater usability and productivity of supported applications

  • JAVA and NodeJS programming/scripting requirements within an Object-Oriented paradigm with inheritance and code reusability

  • Maintain code developed in Java (J2EE) framework

  • Ensure all code is checked in and out of the Version Control System (VCS)

  • Write unit tests for all software developed, and design/build test applications for higher-level system data validation and testing where required

  • Assist other developers to perform subsystem definition, preliminary and detailed design, design implementation, subsystem and system integration, and tests for a subsystem

  • Assist in designing and building front-end widgets for an enterprise system

  • Analyze user requirements to derive software design and performance requirements

  • Develop solutions by analyzing system performance standards, conferring with users or managers; analyzing systems flow, data usage and work processes; and investigating problem areas

  • Design and code new software or modify existing software

  • Debug and add new features to existing applications and correct defects

  • Participate in various reviews including software requirements, preliminary and critical design, integration readiness, and software acceptance

Minimum Qualifications: 

  • Minimum High School Diploma/GED

  • At least six years of object-oriented design/development (Java, C#, etc.)

  • At least four years web development (JavaScript, Angular, etc.)

  • Experience designing, building, using REST APIs

  • Experience with Agile software development

  • Experience working on geographically-distributed team

  • Excellent problem-solving skills, attention to detail, and strong organizational skills.

  • Ability to communicate and follow up effectively and professionally with other team members

  • Requires an Active SECRET Clearance

  • CompTIA Security+ Certification (Current). Please note equivalent IAT level II (or higher) is also acceptable.

Desired Qualifications: 

  • Bachelor's Degree (Computer Science, Information Technology, Math, Engineering or similar)

  • Experience with ESRI ArcGIS Portal, ESRI JavaScript API, Dojo UI Framework

  • Experience with NodeJS

  • Experience with Test Driven Development

  • Experience working in scrum environment
