Job Description:

Reports to the Department Director. Assumes responsibility for the operational administration of all systems that support Supply Chain management operations for the building, conversion, testing and training activities. Duties include daily systems monitoring, project planning, dictionary maintenance, user management, quality control, performance monitoring, interface monitoring, third party electronic data interchange monitoring, training of new and existing users, troubleshooting, problem-solving, security, development and maintenance of policies and procedures, standard work, and the maintenance of system Master Files.

Job Responsibility

Assumes responsibility for the coordination of assigned Beacon Health System applications and serves as a liaison with the Information Systems department by:

  • Planning and implementing software system applications in accordance with established departmental and organizational policies and procedures.

  • Recommending new policies and procedures to enhance the Beacon Health System software system build and workflow processes.

  • Assisting with ongoing data maintenance and the establishment of guidelines for ongoing data maintenance of the assigned software systems.

  • Accessing Beacon Health System software systems to retrieve information for reports for the department.

  • Interfacing and working closely with team members in the department to ensure the accuracy of the data transfer and the building of rules and tables.

  • Communicating the details of the department's operational requirements to I.S., both routine and unique, for assigned software systems as required. Also assists with tailoring computer system applications to meet the unique requirements of the department.

  • Assisting in the development and implementation of IS related policies and procedures specific to assigned department.

  • Monitoring software system applications and work assignments in progress and providing periodic status reports to the Manager/Director and I.S.

  • Ensuring that there is a timely and smooth flow of information between the department and I.S.

  • Maintaining current knowledge of procedures, educational developments, trends and techniques relevant to own department (when applicable) to enhance communications and understanding of department needs.

Troubleshoots and documents problems with the assigned application software programs and conveys that information to the department by:

  • Analyzing, documenting and correcting operational problems. Also using good judgment to identify potential problems which will require the assistance.

  • Facilitating the timely delivery of solutions which meet both the department's needs and the Supply Chain department's needs.

  • Monitoring data and reports to ensure the integrity and accuracy of data.

Provides initial and ongoing training and support to end users on the use of assigned software systems by:

  • Acting as a liaison and facilitator with end users throughout the implementation of new Beacon Health System software systems.

  • Instructing end users on use of software and procedures; also providing training scenarios and evaluating results (this training and evaluation may be done using a combination of verbal instructions, written instructions or by demonstration).

  • Providing educational support to the Medical Staff users of assigned computer applications and systems. Also providing ongoing guidance and assistance as necessary.

  • Recommending and providing remedial training for team members if necessary.

  • Providing support to department team members during scheduled and unscheduled IS downtime or interruption of service.

Conducts quality assurance activities related to assigned software programs by:

  • Creating life-like test scenarios, inputting to the computer test input and verifying test results.

  • Assisting with the testing of system functionality, as well as assisting with the validation of database integrity.

  • Providing periodic status reports to Manager/Director/I.S. department as required.

  • If applicable (such as in a patient care area), assists with integrating compliance standards into the Beacon Health System software systems.

  • When applicable, documenting all IS related systems development and maintenance to meet regulatory requirements.

Performs other functions to maintain personal competence and contribute to the overall effectiveness of the department by:

  • Completing other job-related functions and work assignments, as directed, within the appropriate time-frame. Also communicating any concerns regarding time-frames and workload to Director.

  • Maintaining up-to-date knowledge regarding the department's day-to-day operations.

  • Maintaining records, reports and files as required.

Job Qualifications

Education and Experience
  • The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of an Associate's degree. Certification which relates to the employee's field of specialty is desired. Three to five years of progressively-responsible experience in the employee's field of expertise is required. Preference will be given to candidates with training and experience with those software and hardware products regularly used by Beacon Health System. Prior experience in a leadership role is desired.
Knowledge & Skills

  • Demonstrates advanced knowledge of day-to-day operations and policies and procedures of the department. Also requires a solid understanding of user department processes and procedural changes and how Beacon Health System departments interact with each other in a computerized environment.

  • Must have demonstrated, sound technical skills related to some type of ERP system (PeopleSoft); sound fundamental competency with Microsoft Office applications, e.g. Excel or similar, Access or similar, Word, or similar.

  • Requires the technical computer skills and knowledge necessary to effectively use and support various software and hardware. Also demonstrates a working knowledge of database applications and the skills needed to assist with testing plans and data.

  • Demonstrates a successful record of being a team player and completing project-related work assignments (especially project implementation).

  • Requires advanced analytical and problem solving skills and the ability to identify problems and deliver solutions in a timely and efficient manner.

  • Demonstrates the interpersonal and communication skills (both verbal and written) necessary to communicate effectively with the team members at all levels. Also requires the ability to provide effective training.

  • Requires organization skills and the ability to work independently as assigned, prioritize workload and handle a variety of multiple and overlapping functions within set deadlines.

  • Demonstrates the leadership skills necessary to elicit cooperation and support from other team members.

Working Conditions

  • Works in an office and/or clinical environment with possible exposure to biohazards and chemicals.

  • May need to vary days and hours scheduled, including working evenings and/or weekends as determined by department need.

  • Must be able to be effective in a fast-paced, quality focused, multi-priority environment that frequently deals with stressful situations and important deadlines and schedules.

Physical Demands
  • Requires the physical ability and stamina (i.e., sit, stand and/or walk for prolonged periods of time, etc.) to perform the essential functions of the position.
