Essential Duities & Responsibilities.

The ideal candidate will provide program support services to the Drug Enforcement Administration (DEA), Office of Special Intelligence (NS), Document and Media Exploitation Section (NSE). These program support services include the collection, analysis, and dissemination of investigative information as well as coordination and implementation of administrative services and program requirements supporting NSE workflow and team operations, personnel management, and travel arrangements. The employee shall analyze for content and relevance as determined by Government-provided Priority Intelligence Requirements (PIRs) to assist in the identification illicit activity and proceeds. The contractor shall brief findings in both informal and formal settings, as well as create reports, link analysis charts, and articulate leads to the investigators. This support will require occasional travel (CONUS and OCONUS) in support of DOMEX missions.



  • Provide analytical expertise on DOMEX topics to DEA and contract personnel.




  • Coordinate with the DEA Task Monitor or their representative on major/complex analytical tasks.




  • Possess a demonstrated working-level expert knowledge of DEA DOMEX investigative analytical techniques.




  • Provide technical expertise to investigative personnel on DOMEX investigations in areas such as Diversion support, Financial Investigations support, Digital Evidence Support, or another technical field.




  • Research and develop innovative techniques to improve the efficacy of DOMEX support within DOMEX, with enforcement personnel, and prosecutors.




  • Have an expert knowledge of software used to conduct DOMEX analysis such as Intelligence Technologies (INTELLA), Financial Investigations System software (CFIS), Bank Scan, advanced Excel, Cellebrite, Power BI, ArcGIS mapping, and other tools.




  • Understand DOMEX techniques for digitizing volumes of hard-copy documents into a digital format on a large-scale data.




  • Have a documented successful working relationship with DEA enforcement personnel and Assistant US Attorneys in support of the DOMEX program.




  • Oversees and mentors less experienced IAs in the DOMEX program




  • Possess a working knowledge of current investigative techniques relating the analyzing and summarizing large volumes of investigative data and preparing analytical products in support of law enforcement operations.




  • Provide technical support to investigative personnel to obtain, review and analyze source document(s) and statistical information, and to identify information pertinent to ongoing investigations.




  • Determine relevancy of investigative information as related to priority intelligence requirements and organize and conduct detailed examinations of information gathered during complex criminal and civil investigations.




  • Provide written results within formal and informal briefings to the Government as required by the Contracting Officer’s Representative.




  • Develop and execute a Government approved methodology to exploit investigative information, to include conducting periodic progress reviews, as well as coordinating and completing quality control of all work products.




  • Make recommendations to the Government on the relevancy of investigative information as related to priority intelligence requirements and organize and conduct detailed examinations of information gathered during complex criminal and civil investigations.




  • Provide written results within formal and informal briefings to the Government as required by the Contracting Officer’s Representative 




  • Participate in the development methodology to exploit investigative information, to include conducting periodic progress reviews, as well as coordinating and completing quality control of all work products. 




  • Report individual findings on an ongoing basis to lead personnel.




  • Utilize a variety of financial analysis software to include ACTIONABLE INTELLIGENCE TECHNOLOGIES Financial Investigations System software to process and analyze financial records.




  • Perform some data entry from hard copy and soft copy documents into a large-scale data processing system via a keyboard device, optical character reader, or other input device to include scanners, digital cameras, and copy machines, as appropriate.




  • Resolve of any problems and questions concerning data to be entered.




  • Conduct quality control review over software output and reconcile data with original documents to ensure accuracy.




  • Report individual findings from the analysis of all investigative material on an ongoing basis, write intelligence reports, create graphics and working aids, and prepare discovery and court material for the prosecutor, following the completion of investigative support and as scheduled with the lead investigator and/or Assistant U.S. Attorney.




  • Occasional travel (CONUS and OCONUS) in support of DOMEX missions and/or law enforcement operations.



Minimum Qualifications: 



  • An undergraduate college degree and a minimum of five years as a DOMEX IA3.




  • One year of leadership experience (as a DOMEX Team Lead, a mentor, or a supervisor).




  • Expert-level working knowledge of software tools used by DOMEX.




  • Documented experience creating and implementing training materials for DOMEX analysts and/or providing training modules for DEA employees (DIs, IRS, SAs).




  • Documented experience creating and developing visual products, charts, and reports of investigation with little instruction from DEA.




  • Expert in supporting significant Diversion, Financial, Digital Search Warrant, and/or Priority Target Organization investigations.




  • Experience coordinating with DEA Special Agents, Diversion Investigators, and/or Assistant US Attorneys on DOMEX investigations.




  • Must be available for travel




  • Must have an active Secret Clearance
