RESPONSIBILITIES
The Defense Intelligence Senior-Level (DISL) employee is known for his/her technical or professional expertise, problem-solving ability, innovative research, valuable contributions to the Agency, standing in his/her technical field, influence on management, and spearheading critical technical and professional efforts. The continuous enhancement of breadth and/or depth of these skills and knowledge is essential. THE DISL: - Serves in an official position of DISL, regardless of his/her organizational level. DISLs are technical experts with continual achievements and accomplishments in their technical field. They solve the difficult technical problems. They are leaders in concepts or theories formulated, techniques, tradecraft, methods developed, and inventions. They continuously advance the arts and sciences, and/or the legal, fiscal, or logistical fields, and they make major contributions/improvements in management and infrastructures. - Provides incisive technical advice to senior management, offering solutions and technical perspective, as appropriate, for decision-making. Provides authoritative technical advice and input to leadership regarding research and technical development and serves as an NSA spokesperson on technical issues. Considers Agency goals and performance strategically and guides the Agency's overall direction. Ensures that the Agency achieves its mission by developing its major programs, goals, and plans. - Identifies the emerging strategies in the Directorates by developing relationships with key technical leaders to pull independent strategies together and facilitates leverages between mission elements, academia, and industry. Works with people and organizations outside his/her immediate organization--to include the Intelligence Community and the Department of Defense at large--to defend controversial or critical long-range NSA plans. - Leads the technical workforce, exhibiting leadership competencies and behaviors, and mentors subordinates to ensure the development of a cadre of future Senior Technical Leaders. Creates an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. The Laboratory for Physical Sciences is seeking an innovative, inspiring, and energetic leader to serve as the Engineering Leader for Advanced Computing Systems for its Advanced Computing Systems Research Program (ACS). ACS is one of the Intelligence Community's (IC) premier scientific and engineering research laboratories for computing research. ACS has exceptional freedom in charting and executing its research activities to address hard NSA mission and operational problems. Highly skilled and degreed government mathematicians, scientists and engineers conduct both in-house research using world-class facilities and external research through collaborations with more than 60 academic, national laboratory, and industry partners. These collaborations ensure the best available technical approaches are brought to bear against the most difficult problems of NSA, the IC, and DOD. The overall goal of the ACS is to deliver a steady stream of capabilities and technologies to meet NSA's future computational needs. The strategy for achieving this goal is to be the nation's premier innovation engine, built upon world class, mission oriented, participatory research, providing an asymmetric advantage to NSA. ACS is organized into 6 research teams: Energy Efficient Computing, High Productivity/Data Analytics, Resilience and Probabilistic Computing, Neuromorphic Computing, Modeling-Simulation-Emulation, and Computer Architecture& Engineering. These are supported by cross-ACS `virtual' teams focused on Advanced Computational Methods and Computing System Prototypes. ACS has highly technical personnel leading each of these research teams. The leadership and management structure is flat, relying on an inclusive and collaborative organization that stresses an ethos of technical excellence and the inclusion of a diversity of backgrounds, viewpoints, and experience. The primary function of the Engineering Leader for Advanced Computing Systems is setting the course for, and driving, the technical agenda of ACS. The Engineering Leader for Advanced Computing Systems is responsible for developing and maintaining a balanced research portfolio of near-term applied development projects and long-term foundational research efforts. The Engineering Leader for Advanced Computing Systems must have the ability to seek out and identify potential mission and operational applications for ACS expertise and research, and to ensure effective transition of the work into operational use. To do this, the Engineering Leader for Advanced Computing Systems must be adept at envisioning and linking current or future ACS technologies to critical mission needs, and formulating strategic technical programs and projects. This requires robust internal partnerships and engagements, both within the Research Directorate and with customer organizations. The Engineering Leader for Advanced Computing Systems is often called on to support high profile HPC system technical assessments and reviews, to support cross-agency and inter-agency computing projects, and to serve on external advisory boards and as a technical SME to IARPA and DARPA projects in advanced computing. To keep the ACS at the forefront of technology and deeply connected to mission requirements, the selectee must be dedicated to continuous technical and professional self-development and to the continuous technical and professional development of the ACS workforce. The Engineering Leader for Advanced Computing Systems also serves a key role in HPC talent development for NSA as a whole, particularly initiatives focused on recruiting/hiring, and early career employees. Critical participation in budget builds, execution planning, project reviews, and hiring candidate interviews will be required on a periodic and continuing basis. ACS is located near UMBC in Catonsville, MD. The permanent workforce is a mix of government civilians and contractors. ACS has approximately 30,000 square feet of space, including 2 small data centers. This flexible working environment enables extensive internal and external technical collaborations. ACS traditionally hosts ~1500 technical visitors per year, and >20 visiting researchers, who typically spend 3 months to 1 year working at ACS. As a member of the technical leadership of LPS, the Engineering Leader for Advanced Computing Systems is also expected to collaborate with and guide relevant research projects
PAY BENEFITS & WORK SCHEDULE
DUTY SCHEDULE: This is a full-time position, Monday through Friday. LPS participates in the alternative work schedule program. This is a senior leadership position and the incumbent should expect to occasionally align his/her duty schedule to mission requirements. TRAINING REQUIRED: No specific training is required. Completion of the Director's Leadership Program or its external equivalent is highly desirable. SALARY RANGE: Up to $187,300 LOCATION: CATONSVILLE, MD FULL/ PART TIME: FULL TIME REGULAR/TEMPORARY: REGULAR PAY PLAN: DISL
