The following position is available with the Oklahoma Department of Career and Technology Education.

HUMAN RESOURCES MANAGER

Human Resources Division

Manage the human resources functions of the Oklahoma Department of Career and Technology Education.

Bachelor’s degree required. Requires five years’ HR experience. HR certification or credential preferred. Supervisory experience preferred. Directly supervises three full-time HR Generalists and coordinates coverage for switchboard staff. Recommends action on hiring/termination, promotion, and pay. Responsible for scheduling/assigning work and measuring performance.

Position based in Stillwater, OK.

Duties/Essential Functions:

  1. Manage employment and staffing processes and classification and compensation programs. Supervise payroll operations, benefit programs, internal staff development, and performance management programs.
  2. Manage and ensure the accuracy of personnel policies. Consult with legal counsel and senior leaders to ensure policies comply with federal and state law. Provide recommendations for new or updated policies, approaches, and procedures.
  3. Advise managers on concerns such as employee performance problems, disciplinary actions, and other human resource issues. Perform investigations, disciplinary actions, and terminations in accordance with agency policy. Serve as certified Grievance Manager and certified EEO Investigator for the agency.
  4. Interpret and apply laws and rules concerning human resources management, personnel administration, or staff development to a variety of human resource matters, including FMLA, classification, selection and recruitment, compensation, staff development and training, employee benefit programs, and employee records.
  5. Prepare and submit the annual Staffing Report. Assist with agency payroll budget projections (beginning of year and mid-year) for the Finance Division. Prepare the Budget Work Program report for Finance Division. Manages HR division budget, including federal professional development funds, and ensures they are used appropriately and within budget.
  6. Conduct planning and evaluation activities with HR division staff to accomplish division and agency goals. Provide opportunities for staff that enhance agency culture.
  7. Ensure internal/external professional development is implemented. Internal professional development may include Targeted Selection, Supervisor Academy, and Workday.
  8. Work with the HR specialist to implement and manage the agency’s performance evaluation process, including supervisor and agency staff training, reviewing PMPs for accuracy, and making suggestions to management.
  9. Provider leadership for situations such as a pandemic. Create health and safety protocols, policies, and tracking. Coordinate telework & technology needs of employees.
  10. Respond to unemployment (OESC) claims. Ensure fraudulent claims are promptly reported and affected employees are notified.

Salary/Benefits: $61,375.50 - $69,861.82 commensurate with education or experience. Health, dental, life and disability insurance; flexible benefits plan; teacher’s retirement; vacation/sick leave; paid holidays; employee assistance program; and flex-time options. Total salary and benefits package valued at $74,094.95 - $83,220.03.
