Overview
The Judicial Council of California supports California's court system, the largest in the nation, serving a population of more than 39.5 million people- about 12 percent of the total U.S. population. The Judicial Council of California is accepting applications for the position of Associate Fiscal Analyst (AFA) in the Procurement-Purchasing unit for the Branch Accounting and Procurement (BAP) office.The AFA will work with all levels of staff and managers from the Judicial Council, Supreme Court and Appellate Courts of California as Vehicle Program Lead for the Fleet Management Program. AFA will gather, analyze, interpret, and present data to senior management on vehicle usage to inform decision making related to right-sizing the vehicle fleet and to revise policies and procedures to best support an efficient, effective, and economical fleet program. AFA will also serve as the primary buyer within the Purchasing unit for hotel and speaker agreements, as well as other actions that require services for purchases of goods, such as maintenance requirements for certain IT purchases or furniture purchases requiring material installation services.The Judicial Council strives for work life balance and includes substantial vacation and holiday time. In Sacramento, the office is located minutes from downtown, just north of Discovery Park.The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence during the duration of the agency's Hybrid Work Pilot Program through 2022. Responsibilities
Serve as Vehicle Management Program Lead: Gather, analyze, and track data, submit monthly reports, and maintain detailed information in the database. Data analysis to ensure no fraud or waste of taxpayer dollars are occurring. Serve as administrator for the gas card account. Project, track, and report costs of maintenance to stay within allocated annual budget. Administer annual RFQ for maintenance of fleet vehicles and administer collision insurance policy.Draft, issue, and award purchase orders, contracts, amendments, and other contractual documents, as assigned: Review purchase orders and contract assignment documents to ensure necessary approvals are provided and funding documents are routed, as appropriate, if funds are to be encumbered. Review specifications or goods description for the project to determine the type and language that best meets the needs of the requestor. Input data into FI$CAL system relating to the purchase order or contract document and route accordingly for review and approval. Prepare email transmittal letter and emails of approved documents to the vendor, contractor, etc. for signature. Serve as primary buyer for hotel and speaker agreements. Provide procurement support, as needed: Provide consultation on purchasing issues including process clarification, interpretation of contracts and purchase orders, as well as purchasing terms and conditions. Communicate with project manager and others to capture or clarify objectives, and research industry or history, to ensure understanding of requirements and to obtain necessary approvals, before finalizing any solicitation or purchase order/contract documents.Qualifications
Bachelor's degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. ORTwo years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California Superior Court or California state-level government entity.Desirable Qualifications: Knowledge of and experience in procurement, including purchasing of goods and services; and Experience with excel spreadsheets and data analysis.Other Information
