  • Location: Will Rogers Memorial Office Building- OKC

  • Telework Status:  Hybrid work schedule (remote and in office as needs dictate)

Position Summary of Responsibilities


  • Operate in a leadership role for the Finance Department

  • Manage and coordinate all fiscal functions for the organization.

  • Support agency leadership’s ability to manage the fiscal operation of the agency through financial and management reporting.

  • Ensure compliance with federal and state mandates for the grant programs that fund the agency.

  • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

Position Essential Functions


  • Carry out the operation of the Finance department including but not limited to establishing policy and guidelines within federal and state regulations, supporting the agency’s budget and fiscal structure, and evaluating past financial performance.

  • Provide financial information and reporting to the Commission.

  • Oversee agency response to all financial audit requests and requirements, coordinating alignment on audit findings and issues with all appropriate stakeholders.

  • Actively participate in the agency’s budget cycle and analyze actual and forecasted grant funding and expenditures in collaboration with budget staff and agency cost center leadership.

  • Supervise Accounts Payable and General Ledger staff to ensure successful delivery of financial services and support to agency leadership and completion of mission critical goals. Provide counseling, performance evaluation, training, motivation, discipline, and development for staff.

  • Monitor grant utilization by program and departments through regular reporting and coordination with agency cost center leadership.

  • Manage the accounting for OESC fixed assets, including assets purchased with government funds and assuring all are in accordance with federal regulations.

  • Manage all fiscal reporting required for agency grants, and coordinate response to all other grant requirements with operations counterparts.

  • Participate in formalizing internal control infrastructure and engage other agency leadership for needed input and buy-in.

  • Comply with USDOL rules and regulations on proper accounting for administrative funding for UI and any other relevant programs.

  • Stay current on generally accepted accounting principles (GAAP), Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, applicable state statutes and the Oklahoma Employment Security Act.

  • Follow the required OESC’s safety / security protocols.

Valued Knowledge, Skills, Abilities and Competencies

Knowledge of statewide accounting manual and Oklahoma State Finance Act; legislative process and budget request process; business operations including finance, procurement, human resources, state and federal laws.

Skills and Competencies- excellent verbal and written communication, project management, dynamic leadership, and data analysis.

Ability to create financial projections; develop and mentor others to maximize individual and team performance; build teams, organize a functional structure, and create a supportive environment; build relationships with all levels of staff, executives, and stakeholders.

Physical Demands/Work Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, bend, walk, and reach with hands and arms.  This position requires regular periods of sitting or standing and daily use of computer and phone.  It also requires the occasional use of the office machinery in accordance with safety and security protocols.

Minimum Qualifications

Education and Experience Requirements

Include a bachelor’s degree in Finance or a related field, over five years of experience in financial management, and Certified Public Accountant; or an equivalent combination of education and experience.

Special Skills/Requirements


  • Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), the Internet.

  • Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.

  • High level of organizational skills, and ability to work independently.
