Role Summary
To manage resources related to the continuous operation and daily maintenance of the Ann Arbor Wastewater Treatment Plant (WWTP). These activities include, but are not limited to, guiding the appropriate and efficient operation of treatment equipment and process systems, guiding the daily scheduling and assignment of maintenance work, supervising staff supervisors, managing the Industrial Pretreatment Program, managing the residuals management plan, preparing regulatory required reports and managing union related issues.
Duties
Performs under the general supervision of the Wastewater Treatment Services Manager and may be responsible for the following duties:
Essential Duties
• Guiding the operation of the wastewater treatment plant by coaching staff supervisors and ensuring compliance with regulatory requirements and permits
• Reviewing written and verbal reports of current operations and maintenance of treatment equipment and process systems
• Evaluating laboratory reports and coordinating laboratory issues with the Environmental Laboratory Supervisor
• Managing issues related to the Industrial Pretreatment Program such as site inspections, sampling, reviewing compliance reports and permitting industrial discharges
• Performing supervisory duties including performance management and guiding staff supervisors in the effective supervision of personnel
• Managing union related issues such as grievances
• Assist Water Utility Supervisor with assessing situations and determine resolution for issues that arise
• Address odor complaints immediately as they occur
• Acting as Wastewater Treatment Services Manager as assigned
Knowledge of: (position requirements at entry)
• WWTP equipment, mechanics, control devices and materials
• WWTP chemical, physical and biological processes
• Current wastewater treatment and Industrial Pretreatment Program regulatory requirements
• Safety procedures and regulations for the wastewater treatment industry
• Occupational safety principles, practices and procedures
• Basic budgetary and financial practices and procedures
• Computers and software applications used in business settings (e.g., Microsoft Office Suite, Cityworks)
• General management principles
• Basic engineering principles and practices
• Principles and practices of personnel management and supervision
• Employee/labor relations
• Customer service principles
• General union regulations and procedures
Training and Experience: (position requirements at entry)
Required:
• Bachelor of Degree from an accredited four-year college or university in biology, chemistry, civil and environmental engineering, or related field
• At least 5 years of progressively responsible experience in WWTP operations and maintenance at a level of independent responsibility for decision-making
• At least 3 years of supervisory experience
• The City of Ann Arbor, at its discretion, may consider an alternative combination of formal education and work experience
• If hired, candidate is required to be fully vaccinated against Covid-19 no later than their start date or have a City of Ann Arbor approved medical/religious exemption
Preferred:
• Master’s Degree in biology, chemistry, civil and environmental engineering, or related field
Licensing Requirements: (position requirements at entry)
• State of Michigan Environmental, Gleat Lakes, and Energy (EGLE) Wastewater Treatment Plant Operator Certification, Class B or equivalent license (out of state comparable) upon hire.
• Must obtain a State of Michigan Environmental, Gleat Lakes, and Energy (EGLE) Wastewater Treatment Plant Operator Certification, Class A, within two years of employment.
