SUMMARY


Under the supervision of the Program Supervisor (Surveillance System Business Analysis & Informatics) in the California Reportable Disease Information Exchange (CalREDIE) Stakeholder & User Support Section, this position will be part of a new unit in the CalREDIE Program to modernize the surveillance system.  This position will be involved with ongoing collaboration with partner/stakeholder groups and information technology and enterprise architects on system functionality and business processes, including integration and interoperability needs.  This position will work closely on all aspects of the procurement process within the California Department of Public Health (CDPH). This position will independently create documentation to support the procurement, development, and advancement of the modernized disease surveillance system.  The Analyst(s) will support activities to plan for, procure, configure, and implement a modernized surveillance system, as envisioned by the California Department of Public Health (CDPH) Division of Communicable Disease Control (DCDC) to support the communicable disease surveillance work of state and local public health departments.   As needed, this position may also support other CalREDIE projects.


Must be able to work flexible hours, including weekends and holidays.

This position is grant funded through 7/31/2023 but may be extended if funding is available.  The salary for this position is $70,000/year to $75,000/year commensurate with experience/qualifications.

ESSENTIAL FUNCTIONS 



  • Serve as a liaison between various stakeholder groups including Local Health Jurisdictions (LHJs), DCDC programs (including CalREDIE program), the Surveillance System Modernization team, and vendor(s) (if needed).

  • Create documentation including high-quality user and functional requirements, use cases, as-is and to-be narratives, training documentation.

  • Independently analyze business requirements and/or change requests.

  • Independently conduct testing and evaluation of system against requirements, identify, report, and prioritize defects based on all stakeholder groups’ requirements.

  • Organize and lead stakeholder meetings, including with local health department staff.

  • Provide regular status updates to supervisor, and/or CalREDIE management as requested.

  • Perform other duties as directed by the Program Supervisor (Surveillance System Business Analysis & Informatics).


JOB QUALIFICATIONS



  • Excellent communication skills including demonstrated ability to communicate orally and in writing with public health, technical, vendor, and internal partners.

  • Ability to facilitate meetings with a variety of stakeholders.

  • Organized and detail oriented with excellent follow through.

  • Ability to quickly learn about and manage projects involving a variety of stakeholders and/or subject matter.  

  • Completes assignments in a timely and efficient manner.

  • Ability to prioritize and manage multiple tasks and work independently.

  • Demonstrate reliability and integrity.

  • Fluency in spoken English is required.


Education/Experience  



  • Master’s degree in public health, information technology, informatics, data science or related field, preferred.

  • Experience with disease surveillance system(s), preferred.

  • Experience with project management, preferred.
