Clearance
TS/SCI - FSP Responsibilities

The Sponsor requires support to design, build and deploy a bi-directional AWS API Gateway capable of sending and pulling data from various source systems over a secure network. The Contractor will work closely with over forty interface partners, across different organizations and agencies, in defining interface requirements, building a to-be architecture, performing comprehensive system testing and ultimately deploying an integrated internal and external facing API Gateway across two different agencies on the same classification network. This project is part of an overall Sponsor effort to migrate portions or all of payroll systems to a new-shared service provider. Priorities will be managed by the designated Government Technical Manager (GTM).

Software Engineering: The Contractor shall plan, design and develop a cloud-based AWS API Gateway capable of moving data from multiple source systems to a shared service provider. The Contractor shall work with Sponsor's engineering team to identify and implement a cloud-based solution for the API gateway. The Contractor shall use APIs to design Representational State Transfer (REST) services and integrate them with existing data providers, using JSON, XML or other software. The Contractor shall design, develop, and implement scalable, elastic micro services based platforms. The Contractor shall dissect existing Java applications. The Contractor shall develop micro services for specific system functionality. The Contractor shall provide technical guidance to less senior developers. The Contractor shall develop detailed program specifications, design, and interface control documents. The Contractor shall design, develop and brief technical strategies. The Contractor shall provide technical guidance and coordination across multiple development teams to meet project objectives.

Software Quality Assurance with Application Testing: The Contractor shall review and analyze documentation to create detailed test plans, procedures, and Requirements Verification Traceability Matrixes (RVTM) to support testing activities. The Contractor shall test the consumption of external APIs or data as it passes through the gateway. The Contractor shall work collaboratively with partners to plan, coordinate and conduct test activities. The Contractor shall investigate and create discrepancy reports. The Contractor shall perform thorough system, interface, user acceptance and regression testing.

Qualifications

Software Engineering:

1. Demonstrated experience using Java, Java 2 Enterprise Edition (J2EE), Spring Boot, Representational State Transfer (REST), JavaScript Object Notation (JSON), Micro Services, and RabbitMQ.2. Demonstrated experience with micro services architecture.3. Demonstrated experience with databases, including knowledge of SQL and NoSQL.4. Demonstrated experience dissecting existing Java Applications.5. Demonstrated experience developing micro services for system functionality.6. Demonstrated experience with Angular and React front-end development frameworks.7. Demonstrated experience building and designing web services in the cloud.8. Demonstrated experience troubleshooting on Java or J2EE technologies.9. Demonstrated experience using Java, Spring Framework, and GitHub.

Software Quality Assurance with Application Testing:

1. Demonstrated experience analyzing technical documents and preparing test strategies.2. Demonstrated experience reviewing and analyzing requirements documentation.3. Demonstrated experience writing test plans, procedures, scenarios, and RVTMs.4. Demonstrated experience conducting manual or automated testing of complex systems.5. Demonstrated experience comprehensively documenting test findings.6. Demonstrated experience with system, interface, user acceptance, and regression testing.7. Demonstrated experience with functional and regression testing

Software Engineering:

1. Bachelor's Degree in Computer Science2. Bachelor's Degree in Computer Engineering3. Certification as an AWS Solutions Architect or other cloud related certifications

Software Quality Assurance with Application Testing:

1. Demonstrated experience writing automated tests using a programming language, such as Java, JavaScript, or Python2. Demonstrated experience with continuous integration and continuous delivery
