Job Description:

The Reserve for Accelerated Disease Response (RADR’s) mission is to build organizational capacity for outbreak response. RADR consists of a multidisciplinary team that focuses on outbreak response which requires experienced, well-trained DIS who can flex to support emerging and urgent issues. RADR is also charged with conducting workforce training and skill building across San Francisco Department of Public Health and the Population Health Division’s Disease Prevention and Control (DPC) Branch, in both strategic and specialized public health competencies.

Under the direction and guidance of the Medical Director – RADR, this position is a member of the RADR team’s core workforce and is responsible for supporting a significant program within the Population Health Division (PHD). This position also assists in implementation of program strategies and goals for PHD’s Disease Prevention and Control (DPC) Branch.

This is a temporary, grant-funded, full time, benefited position. Employment is provided by Heluna Health.

Pay Rate: $27.50 per hour

Roles and Responsibilities

The Sexually Transmitted Infection (STI) program within DPC is receiving 5 years of Supplemental funding from the Centers for Disease Control and Prevention (CDC) aimed at providing Disease Investigation Specialists (DIS) with opportunities for workforce development by supporting disease investigation for COVID-19 and other infectious diseases. The program goals are to further support and enhance disease investigation, outbreak response, linkages to prevention and treatment, as well as case management and oversight. The disease area units include Sexually Transmitted Infections (STIs)/HIV, as well as Tuberculosis (TB) and Communicable Diseases (CD).

This position reports to and supports the Medical Director - RADR and will work in very close collaboration with them. This position is a member of the RADR group and is responsible for supporting all programmatic and administrative functions. Under general supervision, the program assistant performs difficult, responsible and specialized administrative assistance and clerical work. Essential functions include but may not be limited to the following: interpreting, enforcing and carrying out existing methods and procedures relative to office operations; making regular contacts with other departmental personnel and providing information; gathering, preparing and maintaining a wide variety of records; reports and documents relative to office operations; troubleshoots office/site/building operations; and calculating basic mathematical computations in connection with the preparation of various reports. The Program Assistant will aid with training and onboarding of team members, manage office space, and with the Program Manager – RADR, support RADR DIS Fellows. This position will have opportunities to build skills not only in disease investigation but also in written and oral communication, planning and evaluation in public health, and epidemiology.

This position requires an applicant who is highly detail oriented and organized, completes tasks efficiently and with high quality, has excellent interpersonal skills, can initiate and follow-through on projects and trouble shoot office/site/building operations issues. Ability to use a personal computer in a network environment to enter and update data, create documents and use system applications, e-mail, spreadsheets, word-processing and organizer software. The ideal candidate works well independently, but also has good judgment and readily asks for input and advice when needed. The ability to handle multiple projects/tasks/assignments simultaneously with a keen awareness of priorities is essential.

ESSENTIAL FUNCTIONS


  • Provide administrative and operational support to Medical Director – RADR for RADR program

  • Aid with development and editing of program documents

  • Coordinate and participate in research meetings, conference calls, and trainings

  • Record and post minutes for project meetings and/or conference calls

  • Provide scheduling coordination and logistical support for in person meetings and conference calls

  • Prepare invoices for reimbursement

  • Support facility orders and space management efforts

  • Accept deliveries and oversee office supply inventory and operations

  • Work collaboratively with Operations staff within Population Health Division

  • Provide administrative support to staff across the RADR program and office site, e.g., manage travel authorizations and reimbursement

  • Purchase materials and supplies and maintain detailed records of invoices and payments to assist with budgeting and reimbursement

  • Create, revise and maintain accurate organizational charts, and provide administrative support for organizational change

  • Encourage and guide new staff to utilize established standard work via secure platform

  • Assist with onboarding new staff by implementing PHD operating procedures

  • Utilize the operations administration quick reference guide and add any site-specific procedures

  • Disseminate updates on new policies and procedures to staff throughout the DPC branch

  • Draft reports for branch leadership summarizing programmatic activities

Minimum Qualifications


  • Possession of a High School diploma or equivalent

  • Two (2) years (equivalent to 4000 hours) of verifiable clerical experience included preparing and maintaining a variety of records and/or documents, filing, use of office equipment, public contact and processing of incoming and outgoing mail OR



    Eighteen (18) months (equivalent to 3000 hours) of verifiable clerical experience as described above and completion of a clerical training program (240 hours) OR



    Eighteen (18) months (equivalent to 3000 hours) of verifiable clerical experience as described above and 15 semester units (or equivalent quarter units) of coursework from an accredited college or university

  • Demonstrated ability to work effectively with people of diverse races, ethnicities, ages, and sexual orientations in a multicultural environment

  • Excellent computer skills with Microsoft Office Suite: word processing, presentation software, spreadsheets

  • Excellent verbal and written communication skills

  • Strong administrative and organizational skills

Desired Knowledge and Qualifications


  • Possession of a Baccalaureate degree from an accredited college or university

  • Experience with Scheduling software

  • Interest in health equity

  • Experience working with study or program budgets

  • Interest in learning new professional skills such as in project management or quality improvement

  • Ability to prioritize and handle multiple tasks and to work independently in a high-volume, fast paced environment
