Job Description

Position Summary

The Project Manager role is within the OSDH PMO and is a position which has a direct reporting relationship to the PMO Director and an indirect reporting relationship to a dedicated service area leader. The Project Manager will manage multiple complex projects and stakeholder relationships, provide service area coaching and help area leaders identify project opportunities. As part of the PMO, the Project Manager will work with the team to leverage resources, drive efficiencies and ensure projects are delivered on time and meet overall objectives.

Position Responsibilities / Essential Functions

· Manage large complexity projects through full project life cycle activities utilizing appropriate methodologies and tools, planning and communication, and acquire, develop, and manage the project team.

· Perform all standard project management deliverables including scope and objectives, change management, risk mitigation, budgeting, stakeholder communication, project and vendor engagement, subject matter expert utilization, implementation and project closure.

· Develop and manage project status reports for communicating with project stakeholders and reporting key metrics for the PMO dashboard.

· Coach and mentor service area staff who are managing small complexity projects on best practices, tools, change efforts and general project management methods.

· Manage service area opportunities through co-led efforts with the PMO Director to identify and prioritize projects and potential resources.

· Help PMO Director with general tasks as assigned.

Preferred Qualification

· Experience implementing an Electronic Health Record (EHR) or similar software integration (EMR) through the phases of Planning, Budget Forecasting, Migration of Data, Implementation, Training Program Development, Go-Live Deliverables and Activities, Staffing Plan, Definition of Critical Success Factors and Evaluation.

Other Duties

· Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

· Work effectively in team environment, participating and assisting the agency.

Level Descriptors



  • Level I: 1 - 4 years of Project Management experience, education, or combination - up to $70,000 per year.


  • Level II: 5 – 10 years of Project Management experience, education, or combination - up to $80,000 per year.


  • Level III: 10+ years of Project Management experience, education, or combination - up to $90,000 per year.

Level determination based on a combination of experience, education, and certifications. Preferred qualifications will be considered as well.

Education and Experience

· Bachelor’s Degree in Business Administration, Public Health, Business Management, or similar business-oriented degree.

· 1-3 years of project management experience.

Valued Knowledge, Skills, and Abilities

· Certification in PMP and/or Process Improvement methods (Lean, Six Sigma, etc.)

· Ability to manage numerous projects at once and manage resource contention.

· Ability to learn quickly

· Advanced ability to speak with leadership and develop leadership-ready presentations

· Good interpersonal and negotiation skills.

· Well-organized and detail oriented.

· Ability to make administrative/procedural decisions and judgments.

· Ability to perform complex tasks and to prioritize multiple projects.

· Change Management skills.
