Job Responsibilities: 


  • Provides expert advice to the Global Change Team and other OES initiatives in support of overall program implementation of Economic Support Funds in targeted fiscal years and in support for specialized diplomatic initiatives as needed.

  • Advises program offices with the development of Inter-Agency Agreements (IAAs), grants and cooperative agreements and interagency transfers; grants and cooperative agreements, voluntary contributions and letter grants.

  • Serves as the focal point for pre-award through award closeout issues affecting and impacting Office of Global Change operations and other assigned OES offices.

  • Directs the review of all procurement and amendment submissions for substance, conformance with instructions, completeness and compliance with federal regulations.

  • Drafts and reviews action memos, solicitation letters, congressional notifications, Notice of Funding Opportunities, Open Competition Exemptions, and other required documentation to ensure Federal and OES requirements are met.

  • Launches and coordinates Notice of Funding Opportunities in SAMS domestic and grants.gov ensuring Federal regulation and program requirements are met.

  • Coordinates review panels ensuring transparency in the competition process and convenes and facilitate panels for the review of proposals.  Supports the program office by ensuring the panel minutes are accurate and that panel recommendations are captured in a decision memo approved by the Office Director.

  • Supports the Office Director for Finance and Programs in ensuring that documentation for Voluntary Contributions and letter grants are complete and accurate and post award monitoring is in place as applicable.

  • Coordinates with the budget analyst in the generation of fiscal data and requisitions.

  • Participates with the grants officer and the Global change staff, as well as staff from other technical offices, in kick-off meetings to orient new grantees to highlight roles and responsibilities in the administration of these grants and cooperative agreements and interagency agreements.

  • Assists with budget coordination during the strategic planning processes affecting global change programs. Serves as the point of contact and source of information for program coordination and expert advice regarding strategic planning, funding allocation, and program implementation for the office of Global Change as well as other OES programs as needed; and

  • Reviews proposed amendments and provides recommendations to amendments and closeout requests to ensure sound management of implementation and administration of agreements.

  • Analyze and recommend changes in scope of work for grants, cooperative agreements, and interagency agreement ensuring programs are sound.

Minimum Qualifications: 


  • Bachelor's Degree

  • 3+ years of qualified experience.

  • Active Secret Clearance.

  • Experience teaching, coaching, and mentoring professionals on fragile states and transition topics.

  • Ability to solve problems and encourage consistent, solid performance.

  • Proficiency in qualitative and quantitative research methods. 

  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills. 

  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.

  • Experience in program administration, operating procedures, oversight, and monitoring.

  • Excellent written and oral communication skills in English to prepare and present analysis, to defend recommendations and proposals for supervisor’s decision, and participate in meetings and discussions.

  • Excellent organizational skills and multi-tasking abilities.

  • Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.

  • Excellent ability to also have a flexible, team-oriented approach to work.

  • Knowledge of foreign assistance procurement.

  • Knowledge of foreign assistance programs.

  • DoS experience is preferred.
