Job Description

Basic Purpose

Positions in this job family are involved in professional level work in the analysis of utility rates, expenses, revenues, and services. This includes preparation of recommendations concerning utility rate causes and other utility projects, administration of related utility funds, managing the 
transition to competitive service environments, and enforcement of Commission rules and orders.
 

Typical Functions


  • Prepares exhibits, comments, testimony and interrogatories; serves as expert witness in court proceedings; and reviews reports and orders for technical accuracy.

  • Performs audit tests; examines books, records and general operations of the utility companies; prepares work papers.

  • Ensures compliance with state and federal laws and commission rules.

  • Analyzes utility applications, reports, financial records and cost studies, and makes recommendations.

  • Reviews and develops procedures for and performs fund management, auditing, and requests for funds; performs compliance audits or reviews.

  • Performs activities related to education of the public regarding utility service options.

  • Researches and performs comparative analyses of public utility issues.

Education and Experience

A bachelor’s degree in economics, finance, accounting, business or a closely related field or an equivalent combination of education and experience, substituting one year of experience in the analysis of utility rates, expenses, revenues and services for each year of the required education, PLUS one year of professional experience in utility accounting, management, cost allocation or utility pricing methodologies OR a master’s degree in economics, finance, accounting, business or a closely related field or a juris doctorate degree or an equivalent combination of education and experience, OR Registration as a Certified Public Accountant may be substituted for the one (1) year required professional experience.

Knowledge, Skills, Abilities, and Competencies

    Special Requirements

    The preferred candidate will be a CPA and have prior experience with regulatory principles and rate making.
