Senior Learning & Organizational Development Specialist

About the Position:

The Learning & Organizational Development Specialist is responsible for driving employee performance and agency results through collaborative discovery, design, development, and implementation of custom-made learning solutions for ODMHSAS employee and agency needs. Working directly with leaders, the Learning Partner will work to find and lead efficiencies in the new hire programs and continued education and development; all to drive measurable results for the agency. The role requires the exercise of critical thinking, discretion, and independent judgment to collaborate with senior leaders, project stakeholders, and subject matter experts (SMEs) to understand learning requirements, translate those requirements into deliverable and effective learning experiences, and to deliver instruction, coaching, and strategic support to drive agency improvement through learning. In addition, this person interacts as an agency ambassador of ODMHSAS and an advocate of services in increasing employee engagement and agency effectiveness.

Minimum Qualifications and Experience:


  • Bachelors degree in Agency, Communication, Marketing, Education, Human Resources, or related field and two years experience;

  • Or, one year of qualifying experience for each year of the required education.

Preference may be given to those with one or more of the following:


  • Advanced degree or certification in instructional design, adult learning, organizational psychology, or related field.

  • Training experience in a behavioral health-setting.

Special Requirements:

  • Applicants must be willing and able to fulfill any job-related travel normally associated with this position.

RESPONSIBILITIES


  • Understand the agency objectives of the assigned work unit by working with leaders to understand current performance metrics, target goals and outcomes, agency services and imperatives, and serve as a strategic partner to develop learning strategies to support agency improvement.

  • Utilize adult learning principles to design learning programs and ensure effective knowledge transfer, retention, and skill proficiency in areas of critical performance; design and implement measures to evaluate effectiveness, ensure continual improvement, and monitor for opportunities for improvement.

  • Design and conduct thorough, data-driven, and actionable needs assessments to determine appropriate learning methodology to achieve desired outcomes.

  • Create and deploy training materials, in support of the appropriate learning methodology, such as agency process guides, learning courses, and leader performance support resources in a variety of appropriate media.

  • Develops learning activities, audio-visual materials, instructor guides, and lesson plans.

  • Assist with organizing and managing a variety of training programs, participants, and schedules.

  • Facilitate instructional presentations, with clear and concise communication.

  • Maintain a continuous understanding of the primary employee functions, and objectives of the roles, within the agency.

  • Model role-specific skills at a high-level of proficiency both in the classroom and during live, on-the-job coaching sessions, and with partner and teams.

  • Using expert level knowledge of the agency unit to coach employees directly to accelerate their development and drive increased agency results.

  • Design analysis of, aggregate, and present performance results to employees’ direct leaders; using this carefully designed performance result, collaborate with agency unit leaders on appropriate next steps for development and improved performance to increase performance.

  • Execute Learning & Organizational Development training programs through a variety of mediums including, but not limited to, PowerPoint, ODMHSAS Learning Management System, Zoom, and Microsoft Teams

  • Partner with members of HRD and other SMEs within the departments for content creation and maintenance.

  • Reviews evaluations of training courses and applies appropriate suggestions.

  • Makes assessments of effectiveness of training in terms of employee accomplishments and performance.

  • Assists with needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the company.
