POSITION OVERVIEW


The Manager Project Execution will be responsible for the coordination of a cross functional team to mature building project proposals from Front End Engineering Design (FEED) to Transfer of Care Custody and Control (TCCC). This position has responsibility for working with other Project Management team members to coordinate the input of all stakeholders in properly executing the Opportunity and ensuring it is achieves the appropriate cost, safety, quality, and schedule metrics. The Project Execution Team will be located in Cheniere’s Houston office. The Manager Project Execution (Buildings) will be required to work in selected Cheniere and contractor’s home offices as well as at site as necessary, during the project.


 


RESPONSIBILITIES AND ESSENTIAL DUTIES



  • Ensure scopes of work, budgets, schedules, and costs are appropriately developed and controlled.

  • Provide input into necessary standards, processes and procedures and ensure that these are applied to all projects in execution.

  • Assess technical risks and technical challenges and provide appropriate mitigation plans.

  • Ensure compliance with applicable laws, regulations, and industry standards

  • Interact with stakeholders to clearly understand their business needs

  • Build positive working relationships

  • Resolve issues, clashes, and DECNs in a timely manner

  • Direct the compilation of estimates and schedules to monitor project progress

  • Participate or when applicable take the lead in ensuring compliance with contractual terms and agreements with external contractors. Manage the contract.

  • Ensure projects meet agreed deadlines, budgets, and objectives

  • Ensure consistency of approach in execution of projects

KNOWLEDGE AND SKILLS:


Knowledge:


Understanding of all facets of Buildings in Oil and Gas facilities including health, safety, maintenance, operations, governmental regulations and associated codes and standards.  In-depth knowledge of and design, operation and maintenance of equipment and systems within an oil and gas building (maintenance shop, O&M office building, administrations building, etc.).  Knowledge of FERC, USCG, DOT and OSHA regulations. Knowledge of business planning processes including cost estimating, scheduling and risk analysis.


Skills:



  • A knowledge of applicable regulations is required.

  • A high-level knowledge of estimating and scheduling process is required

  • Knowledge of business financial processes required

  • Computer literate with integrated Engineering Software packages, typical office packages and a high level of computer literacy.

  • Must be articulate and have effective management and organizational skills. 

  • Excellent communication skills, both written and verbal.


 


EDUCATION AND EXPERIENCE


Education, Training and Certifications: A bachelor’s degree in Engineering is required and Professional Engineering License in good standing with at least one state is preferred.  Equivalent combination of education, training and experience will be considered.


Experience:


Minimum of 10 years of project management experience in an oil and gas facility with knowledge of buildings related to such.


 


DIRECT REPORTS


Consultants, contractors and staff engineers as required.


 


FREEDOM TO ACT


The Manager Project Execution (Buildings) is free to act within the limitation of the company’s financial and commercial authorities and Engineering and Construction procedures and once assigned a given project or task, requires minimal supervision.


 


WORK CONDITIONS



  • Job is performed in a typical office environment, with frequent visits to the site. 

  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write.

  • Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps) , and lift and move objects weighting up to 30 pounds.

  • While performing the duties of this job, the employee will work indoors and outdoors, and exposed to year around weather conditions, ocean environment, noise, and occasionally process gases and vapors.

  • Specific vision abilities required include close vision, peripheral vision, depth perception, and the ability to adjust focus.

  • Subject to drug and alcohol testing, per applicable federal regulations.

  • Able to qualify for a Transportation Worker Identification Credential (TWIC) Card.
