Job Description:

Assistant Program Manager

Kay and Associates, Inc. (KAI) is seeking an Assistant Program Manager responsible for managing programs within the negotiated level of effort to include overall costs of the program.  Assistant PM will be required to provide accurate and timely reports, program management reviews, weekly meetings, maintenance of schedules and technical documentation; as well as ensuring delivering exceptional performance while maintaining positive customer relations. 

Duties and Responsibilities


  • Responsibility for all aspects of contract execution. The Assistant Program Manager will be responsive to and coordinate closely with the United States Government to ensure effective contract management.

  • Primarily responsible for posting jobs, recruiting talent, and acting as a hiring manager.

  • Assists with program budgets and costs, program funding and program financial reporting.

  • Improve cost effectiveness of program.

  • Develop procedures to increase performance by implementing sound quality management processes.

  • Monitors program’s progress against the contract and organizational goals and objectives, and ensures they are consistently and adequately met.

  • Provide operational oversight.

  • Ensure customer satisfaction with on-time delivery, exceptional performance, and 100% accountability.

  • Address contractual and technical issues.

  • Rely on Program SMEs for expert guidance to ensure projects of the most critical and time sensitive nature are effectively managed.

  • Other duties as assigned.

Preferred Qualifications


  • Bachelor’s Degree in a Business Management Discipline or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.

  • 15+ years in a related Government or business field in a role responsible for the supervision and management of personnel, strategic planning, program management, resource management, and budgeting in an Aviation Maintenance Field.

  • Familiar with the Naval Aviation Maintenance Program (NAMP) 4790

  • Familiar working with an HRIS/ ADP Recruiting Manager

Basic Qualifications


  • Bachelor’s Degree in an Aviation Discipline or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.

  • At least 8-12 years in a related Government or business field in a role responsible for the supervision and management of personnel, strategic planning, program management, resource management, and budgeting in an Aviation Maintenance Field.

  • Technical understanding of the systems used on the program.

  • Strong familiarization of customer culture

  • The ability to obtain and maintain a SECRET clearance.

  • Ability to work within a team structure.

  • Strong organizational skills

  • Excellent communication skills (written & oral)

  • Management and supervision of 25 or more personnel.

  • Proficient in Microsoft Office

Employment is contingent on (a) your ability to provide appropriate proof of your identity and eligibility to work in the United States; (b) your references and any background check being satisfactory to the Company; (c) you successfully passing a pre-employment drug test; and (d) your ability to get a required clearance by your effective start date, if needed; and (e) KAI commencing performance on this contract.
