Summary of Functions

The Proposal Manager leads and supports business development pursuits leading the preparation of proposals of various sizes and types, including key pursuits, for competitive government and commercial construction projects.

Essential Duties and Responsibilities

  • Exercise full responsibility for managing complex commercial and government proposals and coordinating qualifications, technical, bid, and support components in coordination with various internal departments.
  • Independently lead strategic proposal efforts, including research, write, edit, coordinate, ensure compliance and quality, and produce winning proposals.
  • Participate in developing and reviewing capture plan development, proposal strategies and win themes, and storyboarding – integrating strategy into pursuits.
  • Independently outline, schedule, and manage the proposal preparation process analyzing and understanding proposal requirements and technical details.
  • Develop compliance matrix analyzing RFP requirements and evaluation criteria to track and ensure proposal compliance and maximum scoring.
  • Charter remote and in person proposal teams to address requirements and lead proposal kick-off meetings.
  • Lead proposal development directing assigned personnel, maintaining a schedule, and tracking progress through scheduled milestones and reviews to meet client deadline.
  • Write and/or edit content for non-technical sections, including interviewing subject matter experts and tailoring resume and project description content.
  • Understand the salient points of the technical scope, understand the salient points and participate in technical approach discussions.
  • Collaborate with support functions, including estimating, contracting, and subcontracting to address proposal requirements.
  • Communicate with teaming partners and subcontractors to initiate data calls, as needed.
  • Schedule and conduct team reviews contributing suggested improvements/additions to proposal development.
  • Proactively communicate concerns, resource needs, or other issues seeking input and support and developing solutions in a timely manner.
  • Implement company brand guidelines on assigned projects.
  • Drive proposal progress from inception through submission ensuring the quality of proposal documents.
  • Implement project close out organizing proposal data for use on future efforts.
  • Track proposal progress initiating a debrief and capturing lessons learned to apply on future efforts.
  • Demonstrate excellent oral and written communication and organization skills.
  • Steward proposal process development/process improvement initiatives.
  • Perform additional assignments and special projects as directed.

Experience/Education

  • Bachelor’s degree in Marketing, Business, English, or related technical field or five plus years of demonstrated relevant proposal management experience.
  • Five plus years of relevant experience managing and developing proposals in the engineering, construction, or related technical industry preferred.
  • Track record of leading successful multi-million dollar commercial or government proposals; a working knowledge of federal contracting, is desired.
  • Strong leader experienced in directing capture teams, driving proposal process, and working with in person and remote teams.
  • Experience is preferred in leading strategy development for key pursuits, including identifying teaming and subcontracting, researching competition, and developing sales messaging to support a winning strategy.
  • Experience in leading and integrating pursuit strategy and win theme development on large pursuits is preferred.
  • Valid Driver’s License and ability to drive on behalf of company business.
  • Company will provide additional training, as necessary.

  • Excellent computer skills including knowledge and experience with Microsoft Office, Outlook, and Excel.
  • Demonstrated Adobe creative suite-InDesign skills preferred.
  • Organized with the ability to manage multiple tasks concurrently under deadlines, while providing high quality deliverables.
  • Team player experienced working collaboratively with diverse teams from junior staff to senior management.
  • Advanced writing, editing, and proofreading skills with experience in developing sales messaging.
  • Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow.
  • Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
  • Above average oral and written communication skills, leadership skills, along with use of independent judgement and creativity applied to resolution of issues.
  • Highly proactive and responsive to internal and external customers.

Physical Demands

  • Ability to communicate effectively with vendors, management, and other co-workers, both individually and in front of a group is important.
  • Regular use of the telephone and email for communication is also essential.
  • Sitting for extended period is common.
  • No heavy lifting is expected. Exertion of up to 25 pounds of force occasionally may be required.
  • Good manual dexterity for the use of common office equipment such as computers, calculator, copiers, and fax machines.
  • Good reasoning ability and decision-making is important.
  • Able to understand and utilize management reports, memos, and other documents to conduct business.

Primarily an office position. At time site visits and field project visits are required. Travel to offices and projects in various location around the country as needed. The following physical activities or abilities are commonly, but not always, associated with site visits.

  • Be able to stand or walk on a project site for extended durations.
  • When on project sites or if performing some types of work activity wear all required Personal Protective Equipment (PPE) including, but not limited to, earplugs, protective eyewear, gloves, hard hat, steel toed work boots, and high visibility safety apparel.

Work Environment

The job is primarily performed indoors in a traditional office setting and occasionally outdoors at construction sites.

  • Job Site environment, including, but not limited to, machines, tools, heavy equipment, chemicals, solvents, dust and fumes.
  • Occasional exposure to extreme weather conditions.
  • Uneven ground.
