We are Hiring! Atkins seeks an energetic and highly motivated self-starter to join our Richmond Atkins Team to support our State and Regional projects as a Senior Project Manager. Under general direction, supports management of complex projects and delivery systems related to the routine maintenance, capital improvement projects, and key projects within the Commonwealth of Virginia, charged with working collaboratively with clients to successfully deliver projects while Atkins field staff and home office leverage Atkins national and international best practices that drive value in meeting our client’s objectives.

Under direction, develop concepts and apply technical expertise and project management experience to manage project teams on conventional and unconventional projects in toll systems, toll operations, and procurement and implementation. Validate clients’ bond asset inspection and annual budget. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management, and marketing assistance. Function as a mentor to technical professionals to assist in their training and development.

How will you contribute to the team?


  • Provides management, leadership, and technical guidance of key clients’ program components to ensure compliance with contract terms, quality management, and technical services are provided and that operating performance targets are met.

  • Coordinates and participates in contract negotiations with clients and subcontractors and drafts complex professional service agreements and addenda for review by senior management.

  • Prepares project work plan, scope, schedule, and budget and communicates these to project team members; monitors/manages project production for compliance with schedule, budget, and quality objectives.

  • Monitors reports and schedules to ensure appropriate charging of manhours, costs, and expenses to projects and to communicate project progress/status to senior management.

  • Establishes and maintains project account files on the computerized project management information system and periodically reviews project reports for accuracy and completeness.

  • Oversee clients’ programs in the Commonwealth of Virginia for toll revenue collection installation and replacement projects.

  • Responsible for the direction and supervision of project management and technical discipline staff.  Staff includes project managers, construction managers, tolls subject matter experts, operations managers, and contracts administrators.

  • Support our client’s engineering, IT, and operations groups, and work with other consultants and Atkins staff, as well as provide support to the client’s staff on numerous types of systems, operations, and toll projects related primarily to toll facilities, collection, and processing of tolls to convert and maintain system-wide All Electronic Toll (AET) collection throughout the region.

  • Collaborate with client management in tolls, operations, design production, budgeting/work program, procurement, construction, implementation, maintenance, and major program/project stakeholders with projects typically involving high levels of agency involvement or complex technical requirements.

  • Manage typical projects, including planning and budgeting; alternative analysis; development, renewal, and expansion of revenue collection business operations; development of procurement documents/procurement support; implementation of system and infrastructure, issue resolution management; operational analytics and reporting; system testing; and support of maintenance and operations.

  • Monitor client billings, assists in obtaining payment from clients, and resolve client disputes, adjusting project billing records as required.

  • Monitor subconsultants' compliance with contractual commitments, progress, and performance with assignments, review and approves subconsultant and vendor invoices, and resolve payment and project disputes.

  • Schedule and coordinate project meetings with the project team, regulatory agencies, the client, and others involved.

  • Report financial, which includes forecasts, budgets, revenue, and expenses status of projects to technical managers.

  • Identifies new business opportunities for the firm, coordinates and participates in project presentations to clients and other external groups, and promotes the firm's capabilities, marketing its services among existing and prospective clients.

  • Participates in project opportunity evaluation, consultant selection, and the preparing of the firm's qualification/experience statements.

  • Performs such other duties as the supervisor may from time to time deem necessary.

What will you contribute?


  • PE in Virginia is required (or, if registered in another state, the ability to obtain registration in the Commonwealth of Virginia within six months).

  • Bachelor's degree in field(s) of practice. A graduate degree is desirable. Management coursework and/or MBA are a plus. This level may be achieved by technical professionals or managers with 15 years of experience in high-level technical or a Senior Program Manager position with highly complex project management responsibility. Demonstrated experience and success in driving innovative solutions in a tolling environment will be a key consideration.

  • Experience with toll facility/limited access projects is a plus. 

  • Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.
