Role description:

The Client Program Manager will coordinate program activities with various organizational branches and departments within the District. As the leader of CM Services for construction projects, you will manage and oversee construction projects, ensuring their smooth progress, resolving issues, managing contracts, and providing guidance and direction to various teams involved in the construction process.

Role Accountabilities:


  • Resolving Complex Issues: You will be responsible for resolving complex construction project-related issues, disputes, and disagreements that may arise during the course of the projects.
  • OAR Performance Management: You will develop, assign, and monitor the performance of OARs (Office of Administrative Responsibility) in relation to their assigned construction projects.
  • Construction Project Progress: You will review the status and overall progress of construction projects by comparing them to the submitted construction schedules.
  • Change Order Assessment: It will be your responsibility to review change orders from all construction projects and assess their impact on the District.
  • Bid and Contract Planning: You will assist Regional Directors and other Facilities management staff in bid and contract planning for construction projects.
  • Bid Specifications Assessment: You will assess bid specifications to determine the District's need and the probability of completing the projects within the stated timeline.
  • Construction Project Database: You will review the status of the construction project database and monitor variances in scheduling and cost control reporting.
  • Fiscal Management: You will review and verify submitted applications for payment and perform overall fiscal management for multiple construction projects.
  • Functional Direction: You will provide functional direction over areas of responsibility, including construction project schedules, cost control, dispute resolution, contract administration, and quality control.
  • Contract Administration: You will review and monitor the overall administration of contracts for the architect and related consultants.
  • Dispute Resolution: You will review and take recommended actions in resolving disputes related to construction projects.
  • Policy and Procedure Development: You will develop and recommend internal policies and procedures related to construction project management and administration.
  • Managerial and Construction Oversight: You will provide managerial and construction oversight to OARs working on various projects.
Required Qualifications:

  • 20+ Years of Management level experience in Project/Construction Management of Heavy, Civil, Linear, Transportation, Rails, Bridges, Grade Separations - Infrastructure projects.
  • 10+ Years of Management level experience with managing Construction of Design-Build projects >200 million (required) either as an Owner, Owners Project Construction Manager or D-B Contractor's Project Manager.
  • Bachelor's degree in construction management, Civil Engineering, or related field.
  • California PE
Key Skills and Attributes:

  • Design-Build experience will include overseeing Design-Builders design program, construction program, quality program, environmental mitigation/management program, safety and security program, verification, validation and certification program, and risk management program.
  • Successful management of complex and mega infrastructure (highway or Rail or Bridges) in Central Valley, California is preferred.
  • Experience in coordination with Freight Rail (BNSF and UPRR), Amtrak and overseeing design and construction compliance per AREMA manual.
  • Experience coordinating with or having professional relationships with Caltrans in Central Valley, California is preferred.
  • Experience/professional relationships/strong references with owners such as Caltrans, HSR Authority, LA Metro, local self-help counties is preferred.
  • Knowledge of accounting principles, cost control procedures, claims avoidance/mitigation/resolution for Design build projects is required.
  • Knowledge of estimating, construction costs, scheduling, purchasing, and engineering principles and techniques, various construction methods and installation procedures; and a general understanding of the operations of various transportation systems.

The salary range for this position is $194,000 - $300,000.
