Location: Global scope/location, the position can be filled in any GBA location

Purpose: Together with the support of our key stakeholders, the Skills Powered Delivery Team is tasked with successfully transitioning Arcadis into a Skills Powered Organisation. We will be embedding skill-based talent practices throughout the lifecycle of the employee experience, so we may attract, grow, and connect our talent globally.

Embracing this skills-focused philosophy will be one of the largest, most impactful endeavors we will embark on as an organization. We will therefore be delivering this in multiple stages (referred to as Horizons) with our people's experience central to all our decisions.

The purpose of the Global Skills Horizon Manager is to be the subject matter expert for developments across all Horizons of the Skills Powered Organisation and be the Arcadis lead responsible for the transition to the future state ways of working

Reporting Lines: Reporting to the Global Skills Program Director

This job can be performed in any Arcadis US office

Role accountabilities:

Individual Accountabilities:


  • Lead the design and delivery of all developments within each Horizon of the Skills Powered Program
  • Provide subject matter expertise, thought leadership, and experience to shape the future ways of working across Arcadis for each talent process.
  • Influence and lead the engagement and interactions with all Arcadis stakeholders and SMEs to gather business requirements and co-create solutions.
  • Determine the final recommendations of the future state ways of working for program leadership and sponsor approval.
  • Determine pilot/roll-out plans in collaboration and consultation with the business change sponsors.
  • Influence the business to co-create the required governance processes to support the adoption and UX for enabling technology, whilst also protecting the business
  • Work with the Global People Analytics Manager to lead the build-out of the People Analytics requirements/strategy to ensure that data generated can be analyzed and used to provide business insights, to drive technology adoption and content evaluation.
  • Constantly review system releases, enhancements, and version controls with the Delivery and Tech Team to consider which items should be adopted, how and when
  • Identify, manage, and escalate any project risks or issues and initiate mitigating actions to avoid delays or financial impacts.
  • Actively engage with the Change Team to develop and update the change action plans, adoption metrics, and all other activities that contribute to the success of the program.
  • Identify and plan for interdependencies with future Horizons, implementing the required actions to mitigate re-work.
  • Co-Lead workshops, persona development interviews, focus groups, co-creation studios, testing, pilots, cross-functional working groups, and any other engagements with the Change Team
  • Partner with People Business Partners to develop, leverage and enhance experiences that will impact our people's engagement, retention, and career growth.
  • Establish strong working relationships with all members of the delivery team, including the Implementation and Technology Partners, bringing subject matter expertise to align Arcadis knowledge, insights, and perspectives and contributing to building a strong working ecosystem
  • Provide feedback to the Technology partner where we want to see improvements, identify current pain points, and our preferences for how this might be enhanced or developed.
Key Shared Accountabilities:

  • Become an expert on the Skills Powered Organisation philosophy and contribute to the ongoing dialogue about research and new innovations in this space
  • Together with the Global Skills Program Director, identify opportunities for Functions to leverage the talent intelligence generated and co-create the appropriate processes to support future reliance on this intelligence to inform more effective decision-making.
  • Document and disseminate lessons learnt, ensuring effective knowledge share to continually enhance future initiatives.

Qualifications & Experience:


  • Bachelor's degree with experience in supporting and enabling the design, delivery, and execution of cutting-edge digital people solutions, preferably on a global scale, as well as the subject matter expertise of the specific Horizon developments.
  • Demonstrate knowledge, and experience in shaping and creating a Skills Powered Organisation enabled by ethical AI technology
  • Role model and demonstrate a commitment to a continuous learning culture through ongoing personal development.

Arcadis offers benefits for full-time and part-time positions. We offer seven paid holidays and potentially up to two floating holidays per calendar year depending on the start date, and 20 days of PTO that accrue per year. The salary range for this position is $97600 - 168360 / year.
