The County of Riverside Information Technology Department is hiring for an IT Applications Developer III.

This position is within the Departmental Solutions Division, and its primary assignment will be in the development of custom software applications and the implementation of third party applications for our customers. The incumbent will be required to use an established method for tracking and reporting the status of their projects. Will be expected to be able to handle all application development lifecycle activities and tasks; analysis, requirements gathering, project management, coding, testing, implementation and support. This includes application migration and re-engineering service to help in upgrading older applications to current technologies and application Integration with state systems, 3rd party applications and data warehouses.

The position requires constant and regular interaction, coordination, meetings and collaboration with internal support teams; e.g. Data Base Administrators, Systems Administrators, Technical Services support staff, Applications Support staff, Help Desk Staff, and Business Relationship Managers.

The position may also require regular interaction, coordination, meetings and collaboration with Stakeholders departments and other supported departments within the County of Riverside.

The Department desires candidates that have knowledge of current technologies related to application development and have good skills in the following areas: communication, project management, leadership, team management, negotiation, personal organization and risk management.

Candidates must have recent experience and expertise coding in C# or VB.NET using MS SQL Server. Experience with MS SQL Server, ASP.NET (MVC or CORE) and either Entity Framework or ADO.NET is also required. Experience in any on premise or cloud based platform software is preferred (O365, SharePoint, etc) and knowledge and experience with any of the following applications is Excel, JavaScript, CSS and HTML are highly desired.

Riverside County Information Technology is a full-service provider of IT services. RCIT is an Internal Service Fund (ISF) department with 100% reliance on revenues received from services. RCIT offers comprehensive service and support for desktops, printers, printer services, servers, and data storage. RCIT offers comprehensive systems support for email and messaging, smart phones, tablets, expert technical support, and production and test environments.

EXAMPLES OF ESSENTIAL DUTIES

• Develop project specifications and application design from direct customer input or specified end user requirements.

• May provide training and delegate tasks to subordinate staff.

• Provide subject matter expertise in support of system and policy changes; act as a liaison to external vendors.

• Configure servers and systems and conduct maintenance; troubleshoot network when needed; research, evaluate, and test proposed products, product versions, and systems solutions.

• Coordinate version and change control processes and procedures; implement new and modified processes and systems by performing design, web development, installation, and testing; lead design reviews.

• Assess available technology for production and development projects; conduct business process systems analysis; conduct inspections and complaint investigations.

• Develop and maintain business applications; gather and determine user requirements.

• Generate, develop, and modify reports for management and stakeholders; write reports and queries when needed.

• Synchronize data and ensure data is transferable; extract data and customize based on server requirements.

• Troubleshoot system issues and make recommendations for solutions; research new technology and determine best products for web applications.

• Write and test programming code to create new business applications and interfaces, or maintain/modify existing business applications.

• Conduct business and systems analysis on development projects; implement the full software development cycle, including design, planning, programming, and testing to ensure performance efficiency.

• Create and modify tables and store procedures; perform daily data integration between new and existing applications.

• Perform data modeling.

• Prepare technical documents (e.g., process specifications, diagrams, and flow charts) and user manuals; update documentation.

• Research, evaluate, and test proposed network products, product versions, and systems solutions.

• Develop quality standards based on industry standards and evaluation of available technology and resources.

• Coordinate version and change control processes and procedures.

MINIMUM QUALIFICATIONS

Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (IT job-related experience may substitute for education on the basis of 30 semester or 45 quarter units equaling one year.)

Experience: Four years of successful journey level IT job-related experience, one year of which included either lead duties or technically advanced IT job-related work. (One year of experience as an IT Applications Developer II will satisfy the one year of lead or technically advanced experience requirement.)

Knowledge of: The principles, methods, and techniques used in the course of work for the IT Applications Developer series; principles and techniques applied to IT devices, applications and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval.

Ability to: Gather and analyze data, reason logically, draw valid conclusions and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees and the public; communicate effectively with people at all organizational levels.

Required IT-Related Skills: Writing code using .NET and C# or VB.NET using ASP.NET (MVC or CORE) and either Entity Framework or ADO.NET; HTML using CSS, Javascript ... ; writing process descriptions; prepare flow process diagrams and other design graphics; application of industry and corporate standards and conventions; installation, testing, and migration process and techniques; quality and version control processes; writing and modifying technical documentation; using Software Development Life Cycle (SDLC) methodologies.

Preferred IT-Related Skills: Project specification development; application design; writing and modifying user documentation; data modeling techniques.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    VACATION ACCRUAL (Bi-Weekly Accrual):

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
