Supervisor-Provider Network Evaluation-Home & Community Based Services (HCBS) (Remote/Hybrid, North Carolina Based) at Alliance Health in Morrisville, North Carolina

Job Description:

The Home and Community Based Services (HCBS) Supervisor will be responsible for managing the HCBS provider monitoring team responsible for ensuring service providers are compliant with Home and Community Based Services Setting Final Rule in accordance with NC DHHS and Alliance contractual rules and guidelines.  This position will provide leadership and oversight of all HCBS provider monitoring activities, technical assistance for the team in application of HCBS Services Settings Final Rule in all monitoring activities, and proposed remediation when provider standards are found out of compliance. The HCBS Supervisor will support internal and external care management supervisors through collaboration and technical assistance to ensure timely notification of new services or changes in service settings requiring compliance with HCBS settings regulations.  The HCBS Supervisor will also assist the Senior Director of Network Evaluation in development of policies, procedures, and quality indicators for the Provider Network.

This position is fulltime remote. The selected candidate must reside in North Carolina and be willing to travel to meet with Alliance providers as needed and be available to come to the Alliance office for ad hoc business meetings as required.  

Responsibilities & Duties

Manage Department Policies, Procedures, and Standards


  • Oversee implementation of policies and procedures to meet requirements of CMS mandated HCBS Standards

  • Oversee the implementation of MCO standards for service monitoring, quality improvement and evaluating the delivery of services to individuals and families

  • Develop and implement workflow procedures to ensure monitoring activities are scheduled, completed, and results sent out within required timeframes 

  • Provide oversight of review of all monitoring activities completed in the NC DHHS HCBS Provider Portal, provider policies and procedures, on-site reviews, provider remediation activities, and ensuring provider services are compliant with the HCBS Settings Final Rule

Network Operations


  • Develop and implement workflow to ensure sites are deemed HCBS compliant for contracting purposes

  • Report to Senior Director of Network Evaluation and Compliance Committee as appropriate the summary of monitoring activities

  • Develop and maintain data bases to track monitoring activities and quality indicators

Collaboration


  • Establish effective communication and teamwork with internal and external care management and HCBS resource development

  • Provide technical support for case management staff regarding complaints or concerns connected to HCBS provider services and initiation of intensive on-site reviews for unresolved out of compliance issues

Manage and Develop Staff


  • Provide supervision, training, and technical assistance to HCBS Provider Network Evaluator team.  Ensure that all personnel policies and procedures are followed during the hiring process and staff tenure

  • Ensure that staff receive orientation and training to ensure that they are knowledgeable about local, state, Federal and MCO contractual requirements; policies, procedures, and protocols for conducting monitoring and reporting results; and all other applicable agency policies and procedures

Minimum Requirements

Education & Experience

Bachelor’s degree human services from an accredited college or university and six (6) years post-degree experience in the field of developmental disabilities, including a minimum of one (1) year of supervisory, consultative or administrative experience. Must maintain a valid driver’s license and a good driving record.

Or 

Master's degree in in human services field and four (4) years post-degree experience in the field of developmental disabilities, including some experience in the area of program evaluation and monitoring, including a minimum of one (1) year of supervisory, consultative or administrative experience.  

Preferred:


  • At least 1 year of direct work experience with Innovations waiver or TBI waiver members.

  • At least 2 years of supervisory experience overseeing programs related to HCBS service settings.

  • Exceptional interpersonal skills, highly effective communication ability, and the propensity to make prompt independent decisions based upon relevant facts

  • Problem solving and conflict resolution skills are essential

  • Detail oriented, able to independently organize multiple tasks and priorities, and effectively manage under pressure of deadlines

  • Ability to supervise, train and instruct staff

  • Ability to plan, assign, and supervise the work of subordinate employees

  • Effective communication skills are essential

  • Ability to learn and understand legal, waiver and program practices/requirements and apply this knowledge in problem-solving and responding to questions/inquiries.  Employee must provide a positive image of the BH-MCO at all times

Salary Range 

$61,945.18 to $106,637.02/Annually 

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
