We are looking for a Senior Technical Analyst, Community Benefits, in our Low Carbon Energy Solutions group.  The qualified candidate will shepherd an ongoing portfolio of Community Benefits Plans (CBPs) proposals and projects in partnership with GTI Energy’s R&D teams, private sector partners, other stakeholders, and communities to accelerate deployment of hydrogen technologies.

Work Location

The position will be fully remote out of West Virginia, Southeast Ohio, or Southwest Pennsylvania. Candidates local to Morgantown, WV are highly preferred. Up to 25% of travel is required for work projects.

Primary Responsibilities

The Community Benefits Team is leading an ambitious and proactive practice to integrate Community Benefit Plans (CBPs) into technical practices, policies, programs, and research. The Senior Technical Analyst will report to the Senior Manager for Community Benefits. They will effectively shepherd a portfolio of ongoing proposals and projects supporting development of Community Benefits Plans (CBPs), metrics, deliverables, and milestones through crucial research, analysis, proposal preparation, and report writing and contribute toward the development of tools, resources, and success metrics to support all technical work across the organization. The Senior Technical Analyst will play a key role in both development and implementation of CBPs.

Essential Duties of the Senior Technical Analyst:


  • Develop and lead execution of CBPs, including but not limited to Justice40 (J40) assessments and implementation strategies, workforce development/training plans, and other CBP activities, to support Department of Energy (DOE), state government/agencies, and other funding opportunities.

  • Lead, facilitate and collaborate on proposal development and project execution for all CBPs, deliverables and success metrics, including directing junior staff, where applicable.

  • Translate J40 Initiative into actionable recommendations for technical efforts in energy and facilitate assessment, development, implementation, measurement and reporting of J40.

  • Plan, develop and create GIS-based maps, Agent-Based Models (ABM), and other online platforms for collecting, managing, analyzing, and reporting on J40 metrics, data, and measures.

  • Develop and lead integrative quantitative and qualitative research design, execution, and reporting, data collection, coding and analysis, proposal and report writing, scope and budget development for proposals.

  • Follow standard operating procedures, adhere to project scope, deliverables, budgets, and schedules, and recommend implementation of new best practices.

  • Prepare and review completed project deliverables and may lead client-facing interaction.

  • Perform other duties as assigned

Knowledge, Skills, Abilities, and Other Characteristics


  • Exemplify strong knowledge and use of GIS, Agent Based Modeling or other geospatial/data analytic tools.

  • Exemplify strong environmental justice and community engagement knowledge.

  • Demonstrated ability for quantitative/qualitative data acquisition/analysis and tangible outcome results.

  • Demonstrated ability to translate findings, trends, and recommendations into easily understandable reports.

  • Proven skills in teamwork, leadership, and collaborating on diverse teams.

  • Aptitude for learning new technology platforms to effectively deliver on goals.

  • Willingness and flexibility to travel to project sites and nearby communities.

  • Ability to work independently and seek help when appropriate.

  • Familiar with and able to interpret funding opportunities, and municipal, state, and federal policies.

  • Excellent written/verbal communication skills including writing/delivering proposals, reports, presentations.

Education and Experience


  • Master’s degree with a minimum of 5 years of relevant, professional-level work experience; PhD with a minimum of 2 years of relevant, professional-level work experience (graduate-level research work may qualify as relevant work experience).

  • Open to any discipline (i.e.: Planning, Policy, Information Sciences, Environmental Studies/ Sciences, Urban Studies, Social Sciences, Public Health, Economics, Engineering, Business, etc.)

  • Preference for combination of STEM and other disciplinary degrees.
